1.0 INTRODUCTION
1.1 Definitions, Background, Purpose and Specifications
1.1.1 Definitions
The University of Maine System will hereinafter be referred to as the "University."
Respondents to the document shall be referred to as "Respondent(s)” or
“Respondent”.
The Respondent to whom the Agreement is awarded shall be referred to as the
"Contractor."
The University of Maine System and other components of the University shall be
referred to as “Multi-Institution”.
1.1.2
Background
Overview
Established in 1968, the University of Maine System (UMS) unites six distinctive
public universities, comprising 10 campuses and numerous centers, in the
common purpose of providing quality higher education while delivering on its
traditional tripartite mission of teaching, research, and public service.
A comprehensive public institution of higher education, UMS serves more than
30,000 students annually and is supported by the efforts of more than 2,000 full-
time and part-time faculty, more than 3,000 regular full-time and part-time staff,
and a complement of part-time temporary (adjunct) faculty.
Reaching more than 500,000 people annually through educational and cultural
offerings, the University of Maine System also benefits from more than two-thirds
of its alumni population residing within the state; more than 123,000 individuals.
The System consists of six universities: The University of Maine (UMaine),
including its regional campus the University of Maine at Machias (UMM); the
University of Maine at Augusta (UMA); the University of Maine at Farmington
(UMF); the University of Maine at Fort Kent (UMFK), the University of Maine at
Presque Isle (UMPI); and the University of Southern Maine (USM). The System
also includes the University of Maine School of Law and the University of Maine
Graduate and Professional Center.

Purpose
The University of Maine is seeking responses to provide retail or vendor services
on campus as defined in this document. This document provides instructions for
submitting responses, the procedure and criteria by which the Respondent(s) will
be selected, and the contractual terms which will govern the relationship between
the University and the awarded Respondent(s).
The University of Maine, acting through the University of Maine System, is seeking
contractual collaboration with a business entity or entities to provide retail services
for students, employees, and visitors in the Memorial Union. We invite proposals
from any retail interest, however, the following retails activities are prohibited:
a. Sale of books, computers/software, and UMaine branded gear/items;
b. Food service including fast food service and food-to-order services.
c. Cannabis and/or alcohol sales.
d. Mail and photocopy services.
NOTE: The University of Maine (UMaine) desires to award the Contract for all
services to a single bidder, however, unbundled proposals for all spaces will be
considered.
Respondents should review 1.1.4 Specifications / Scope of Work of this
document to see the full Scope of Services/Products required.
The University is committed to providing increased access and opportunity to

1.1.4
Specifications / Scope of Work
The University of Maine, the largest of the state’s universities and its only R-1
institution has a total enrollment of approximately 11,000 students (approx. 3,700
in residence on campus) plus approximately 2,300 employees, is requesting
student-centered, cutting edge, and innovative proposals for retail spaces in the
Memorial Union. The objective of this RFP is that the resulting contract shall
impose no financial obligation or cost on the University and will generate revenue
for the Division of Student Life at the University of Maine (UMaine).
The Memorial Union is currently home to several student-centric and essential
functions including the Division of Student Life, Auxiliary Enterprises, and
University of Maine Student Government, Inc. We are seeking retail space in the
Memorial Union (Rooms 223, 223A, 223B, 223C, 225 and 225A). The space is
located on the second floor which is where the meeting rooms are concentrated.
Additionally, the Information Booth, restrooms and building directory are co-
located in this area. Sodexo operates a food service venue at the south end of the

second floor and during the academic year, student interest tables are also located
in this high-traffic area of the building.
Renovation to the space(s) would be the responsibility of the successful bidder,
and renovation plans would need to be pre-approved by the Office of Facilities
Management to assure they meet UMS standards before construction could begin.
The successful bidder should plan to include payment to a UMS Project Manager
in its renovation budget (estimated cost for the Project Manager is 10% of the
project cost). It is UMaine’s goal to have a retail operation in place and operational
by the start of the Spring 2024 semester (or sooner if possible).
Utilities (electricity, internet, heat, and water) and snow removal would be provided
by UMaine. UMaine would also be responsible for maintaining these systems.
Personnel costs, renovation costs, and additional operational expenses would be
borne by the successful bidder.
Hours of operation need to conform to the general building hours. Typically, during
the academic year, the Memorial Union is open from 6:00 a.m. – 12:00 midnight.
Hours of operation are reduced during the summer (mid-May through mid-August)
as well as posted during university breaks (Thanksgiving, semester break, spring
break, etc.) and holidays (4th of July, Juneteenth, Veterans’ Day, etc.).
Additional Specifications for retail operations in the Memorial Union
The Contractor/Successful Bidder shall have the exclusive rights to operate a
retail business in the Memorial Union. The Contractor shall operate and manage
the retail business in a manner that reflects the image and reputation of the
University and supports the academic mission of the University.
The Contractor shall provide the necessary and appropriately trained and
certified (licensed if appropriate) staff, equipment, supplies and other necessities
required of the business. The Contractor shall meet the applicable standards for
operation including but not limited to federal, state and local requirements.
The Contractor should become involved in the academic and social environment
of the University and provide opportunities to collaborate and support the campus
community.
The Contractor must have been in business for a minimum of five (5) years and
shall provide a reference list that shall include the business name, contact name,
title and phone number, start date of the original Contract and a brief description
of services provided and a comparable to what will be offered in the proposal.
The Contractor must have an established business operating plan that includes
but is not limited to the following:
• Marketing and communication planning and implementation for the campus.
• Accounting services that include regular reports of the performance of the
operation.
