Mandatory Sealed Bid Opening:
A mandatory, sealed bid opening is scheduled for December 16th, 2025, at 3:15pm at 1214
Aalis Drive, Taholah, WA 98587, Admin Large Conference Room. Bidders must pre-register for
the on-site opening no later than 3:00 PM PST on December 15th, 2025, via email to
alyssa.johnston@quinault.org.
Submission Method:
The Quinault Indian Nation is seeking sealed, fixed-price bids along with qualifications from
qualified bidders to provide design and construction services of four (4) manufactured homes for
the Community Driven Relocation Project. Firms are solely responsible for all costs incurred in
the preparation and submittal of the RFP. Submittal becomes the property of the QIN and will
not be returned. Please note that QIN does not share bid responses or tallies. Respondents shall
submit (1) hard copy of their sealed bid response to the address below via certified mail or hand-
delivery, either before, or by 3:00 PM local time, December 16, 2025.

Project Overview
This is an exciting opportunity to assist the Quinault Indian Nation in the design, layout, and
construction of four (4) new manufactured homes in the Taholah Upper Neighborhood. The
homes will consist of:
1. One (1) two-bedroom, two (2) bath home, approximately 1000 square feet – Lot #49
2. One (1) three-bedroom, two (2) bath home, approximately 900 square feet – Lot #44
3. One (1) three-bedroom, two (2) bath home, approximately 1460 square feet – Lot #16
4. One (1) four-bedroom, two (2) bath home, approximately 1512 square feet – Lot #21
Because of the unique needs of the project, homes should be designed to anticipate the needs of
specific Tribal members with different needs and in different life stages. For example, a home
that will work for a young family may not work for a Tribal elder. The layouts of the individual
homes will vary both in square footage and accessibility. The Quinault Indian Nation requires
new development to meet Uniform Commercial Building Codes and to provide Washington State
Certified Engineered stamped plans and specifications of the construction.
Project Location
The Project site is located within the Taholah upper village relocation area, known as the
“N.E. Neighborhood” as proposed in the 2017 Taholah Village Relocation Master Plan.

Design Considerations
The following home sites are blank lots and are not currently landscaped. There is a
neighborhood sidewalk and streets, but individual paths and driveways to each home require
design and installation that will be provided as part of a separate RFB. The following should be
considered as part of the proposal:
1. The homes should be designed for maximum energy efficiency. Doors, windows, siding,
roofing, insulation, appliances, etc., should all be selected with this in mind.
2. The homes will be serviced by both public wastewater and water systems.
3. The homes will be powered by electricity. All appliances and systems should be electric.
There will be no natural gas or propane.
5. All appliances need to be energy efficient.
Homes should provide modern conveniences, and all homes should be designed with the
following Minimum Functions:
1. Dishwasher
2. Separate washer/dryer area away from general areas
3. Maximize outdoor space, account for driveways, walkways, etc.
4. Layout modifiable to ADA later if needed
5. Layout modifiable for expansion
6. Good sized bedrooms (growing families & multi-gen in mind) with functional storage
systems and multi-purpose flexibility
7. Functional storage systems in main living (kitchen, living room, etc.)
8. Natural light
9. Open-floor plans
10. Aging features (non-step entry ways, adequate lighting, non-slip flooring, comfort height
toilets)
11. Durable (longevity) & low-maintenance interior and exterior materials
12. Good air quality
Project General Requirements
It is anticipated the selected firm will provide a comprehensive menu of planning, design and
construction administration services throughout the lifespan of the project. The Scope of Services
listed herein is provided to establish a general understanding of the project requirements. The
actual scope of service will be finalized during fee/contract negotiations. The Nation expects that
representative(s) of the management firm, partnership, or individual will develop and maintain a
cooperative team approach with all other parties associated with the projects throughout all
phases of the work. The successful bidder will be required to produce complete construction
documents in accordance with the project timeline. The successful bidder should be a good
communicator and willing and able to work with QIN’s staff throughout the project.
The selected contractor architect would be expected to provide the following information:
1. Architectural Design

3. Survey
4. Civil Engineering
5. Structural Engineering
6. Landscaping Design and Engineering
7. Mechanical Engineering
8. Plumbing Engineering
9. Electrical Engineering
10. Interior Design
11. Design Schedule
Project Assessment/ Preliminary Design Phase - Work may include, but is not limited to:
a. Meeting with Quinault Staff and Representatives to review specific housing needs and to
choose design/layout and finishes.
b. Review Scope of Work requirements
c. Arrive an agreed-upon prioritized Scope of Work
d. Coordinate and reconcile construction cost estimates
e. Review and provide the required documentation as requested by the Federal Government
to complete the “Notice to Proceed” procedure prior to construction groundbreaking
Instructions to Bidders
This Request for Bid does not commit QIN to award a contract, to pay any costs incurred in
preparation of a response to this invitation or to procure or contract for services or supplies. Bidders
will not offer any gratuities, favors, or anything of monetary value to any employee, officer, or
agent of the Nation for purpose of influencing favorable disposition toward either their proposal
or any other proposal submitted as a result of this RFB. All proposals submitted hereunder become
the exclusive property of the Nation. The Nation reserves the right to accept all or part of the bid,
or to decline the whole bid. The Nation is not required to disclose bid tallies or bid results to anyone
other than the winning bidder.
After selection, the Bidder shall sign the associated Contract documents and shall enclose with
their bid a completed copy of the Mandatory Bidder Responsibility Checklist and Non-Collusion
Affidavit. After bid opening, the Successful Bidder shall provide a W-9, submit certifications of
required insurance coverage, and obtain a Quinault Indian Nation business license for all firms /
subcontractors doing work on the Quinault Reservation prior to issuance of Notice to Proceed.
Subcontracts must be approved by the Quinault Indian Nation.
Bidder Responsibility Criteria
Mandatory Bidder Responsibility Criteria: it is the intent of the Nation to award a contract to the
lowest, responsible bidder. The bidder must meet the following bidder responsibility criteria to be
considered a responsible bidder. The bidder shall be required by the Nation to submit
documentation demonstrating compliance with the criteria. The Bidder must:
a. Have a current certificate of registration as a contractor in compliance with chapter
18.27 RCW which must have been in effect at the time of bid submittal.
b. Have or obtain a valid business license issued by Quinault Indian Nation prior to
issuance of Notice to Proceed.
c. Maintain insurance policy/policies meeting minimum requirements listed in this
document.
d. Not be disqualified, disbarred, or suspended from bidding on any public works contract.
The Bidder shall not be listed as a current debarred or suspended bidder on the U.S.
General Services Administration’s “System for Award Management” website:
http://www.sam.gov.
Supplemental Bidder Responsibility Criteria: In addition to mandatory bidder responsibility
criteria referenced above, the Bidder must also meet the following relevant supplemental bidder
responsibility criteria applicable to the project and, as evidence that the bidder meets the
supplemental bidder responsibility criteria, the apparent and second low bidders must submit the
required documentation to the Nation within 48 hours of the bid submittal deadline. The Nation
reserves the right to request such documentation from such bidders:
a. Business status: Bidder shall not be “inactive” or “not in good standing” with
Washington State Secretary of State’s Office, the Department of Revenue or
Department of Labor & Industries.
b. Bidder shall provide documented information from Washington State Secretary of
State’s Office, Department of Revenue or the Department of Labor and Industries
providing the date of incorporation or formation, the state of incorporation, that the
Bidder is active and in good standing in the State of Washington, State of Washington
tax reporting number, and the name and address of the registered agent, general partner
or managing member.
c. Bidder shall take steps to ensure that their subcontractors are also in good standing with
the above-described entities.
Completion of Similar Projects:
a. The Bidder shall have successfully completed at least three (3) projects of a similar size
and scope as required by the contract documents for this project within the last five (5)
