RFP #05-26 Live Fire Training Structure

City of Hopewell -Hopewell, Virginia

The City of Hopewell, has received a grant which, including the local match, totals $640,000 from the VDFP Live Fire Training Structure Grant Program, and is seeking the services of a qualified contractor to provide site work, engineered drawings, and oversight of the instillation of a Prototype IV Class A Fuel, Modular/Intermodal Shipping Container, Live Fire Training structure. Final design must be in compliance with VDFP grant guidelines. The interested firm will develop a schedule that allows for a project completion date on or before March 18, 2026. A site plan has already been completed by the City of Hopewell for 2000 Cloverdale Avenue (attached to this RFP as attachment 1). Interested firms shall complete site work in compliance with this site plan. The site plan allows for up to eight total training props/buildings on the training site. For the purpose of this project, the contractor shall install all stormwater control facilities, the access road, and the parking area. They shall also coordinate with the Virginia American Water Company for the installation of hydrants as indicated on the site plan. Concrete pad and foundation work for the proposed live fire structure shall also be completed. Additional buildout of the proposed pavilion/training classroom, as well as any of the other pads for any of the other six training prop locations shall be based upon the price of the project and available funds to complete it. The City will utilize Sourcewell Contract Solicitation Number: RFP #032620 to procure a Prototype IV, Class A Fuel, Modular/Intermodal Shipping Container, Live Fire Training structure from Draeger Inc., as a direct purchase between The City of Hopewell and Drager. Interested firms shall work directly with Draeger to produce engineered architectural drawings of the Cityâs approved design. These drawings shall meet all of the criteria set out by VDFP for final approval of the plans before construction begins as outlined in the VDFP project manual for Live Fire Training Structures (attached as attachment 2). They shall be submitted to VDFP for approval before building construction begins.
