The City of Rochester (“City”), through this Request for Proposals (“RFP”) solicitation, seeks a qualified developer/team of developers (“Developer”) to lease Suite 203 at 1000 N River Street (referred to as the “Site”) in Rochester, NY to establish a restaurant in this location as it is the City’s intention to receive development proposals that will lead to the lease of the premises. The City intends to contract with the entity who presents the best use and plan/layout of such use, demonstrates the best financial capacity to operate in the leased premises, and who demonstrates previous and/or current experience in the proposed use. While the City is interested in a restaurant, other uses may be considered.

The City will look most favorably at a proposal that can speak to its alignment with the City of Rochester’s Comprehensive Plan, known as the Roc 2034. LOCAL INFORMATION

The Port Terminal Building is located at the Port of Rochester at 1000 N. River St, where the Genesee River meets Lake Ontario, about 9 miles north of Downtown Rochester. The Port and surrounding areas offer opportunities for Boating and Fishing, Swimming or Beach activities at the adjacent Ontario Beach Park , Walking and other Recreational Activities along the Charlotte Pier and the Genesee Riverway Trail , Hiking, Biking, Boating/Marina , and Dining with a River Front View. There are multiple festivals, concerts by the shore, and outdoor movie screenings at the park. Public transportation from downtown is available via Route 22 on RTS.

A complete electronic copy on a flash drive and one (1) hard copy of the proposal are to be submitted
no later than 4:00 PM on Friday, October 20, 2023 to:

Proposals submitted after 4 PM on Friday, October 20, 2023 will not be considered.
Please submit paper proposals on 8.5 x 11 inch paper. One (1) copy of the proposal must be signed
by an officer or trustee of the organization who is empowered to contractually obligate the organization.
The proposal and any materials submitted shall become the property of the City, and the City is not
obligated to return such documents. Each proposal must include at a minimum, the items listed in the
Proposals Submission Requirements section below (Section 5).
SECTION 2 PROJECT PURPOSE, SITE DESCRIPTION, & DEVELOPMENT OBJECTIVES

Through this RFP process, the City intends to select a tenant that will:
Present the best use for the location in general;
Create job opportunities, with an emphasis on city residents;
Consistent use of the leased space, preferably on a year-round basis;
Renovate, operate and maintain operations with no reliance on City resources;
Work cooperatively with City staff (Real Estate, Building Services, Security, RPD etc);
Responsibly manage tenant obligations (timely rent payments, notification of any issues, effective
maintenance of the leased space etc)
Location/Description
The leased premises are located in the Port of Rochester Terminal Building in the City’s northwest
quadrant, in the Ontario Beach Park. The space
of this offering is known as Suite 203,
approximately 7,002 SF, includes the main
restaurant/bar area, kitchen, outdoor patio and a
small separate area (included in the overall SF)
with approximately 1,485 SF that overlooks the
marina. The neighborhood is generally balanced
with a mix of residential properties as well as
small commercial uses, the City’s marina and
large land area of recreational uses (Ontario
Beach Park). Across the Genesee River are
multiple marinas and restaurants. There is a
development site across from the City marina, also owned by the City of Rochester which will be offered
for development in the near future. No plans or proposed use has been identified for the development
parcel.
