Pre-Proposal
A pre-proposal meeting will be held at 10:00 am CST via TEAMS video conference on Monday,
April 22, 2024. Please submit (in writing) any questions regarding this RFP. Only written
questions will be considered. I would encourage all potential proposers to participate and attend

Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who provide

goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal,
and grant-funded programs.
PURPOSE OF REQUEST FOR PROPOSAL (RFP)
The Dallas Independent School District's Dual Language/English Secondary Language (ESL) Department is
seeking offers for the most highly qualified PreK-12 products, services, and goods related to providing
instructional materials, educational aids, services, professional development, embedded coaching,
consulting, and assessing materials and digital platforms specifically for Emergent Bilingual students and
their families.
Instructional Materials may include student, teacher, and parent consumables, educational aids, software,
classroom libraries (content-specific and various genres), novels, and language and literacy development
kits to support language instruction for Emergent Bilinguals. Most of these instructional materials should be
language-authentic, culturally diverse, and available primarily in Spanish and other languages as
appropriate.
Note: The Dallas Independent School District demographics comprise more than half of Emergent Bilinguals
from Hispanic backgrounds whose home language is Spanish. Other languages spoken by Dallas ISD
students include Burmese, Swahili, Arabic, Amharic, Vietnamese, Nepali, Afro-Asiatic, Q'eqchi', and others.
Emergent Bilinguals include students participating in Dual Language and ESL Programs, Newcomers,
Refugee/Asylee, Migrant, Students with Interrupted Formal Education (SIFE)/Unschooled Students, and
Dually identified students (SPED and Emergent Bilinguals).
PROPOSAL SPECIFICATIONS
Services may include, but are not limited to, researched-based in-person or virtual professional development
sessions and consultation focusing on the academic, linguistic, and social needs of Emergent Bilinguals and
their families. These sessions and services include, but are not limited to, Content-Based Language
Instruction (CBLI), Dual Language programming that aligns with the Dual Language education goals
(Bilingualism and Biliteracy, Grade-Level Academic Achievement, and Sociocultural Competence), Dual
Language and ESL curriculum enhancement, culturally responsive teaching, and educator/leadership
coaching support. Vendors must be able to provide direct training and/or a trainer of trainer models to district
staff and parents as appropriate, equipping participants with the professional and personal development,
knowledge, skills, and application of the content to the relevant stakeholder to reproduce services to campus
and central staff audiences. These consultants may contact students and/or campus personnel delivering
curriculum, coaching, and professional development and/ or influencing instruction in the abovementioned
areas.
Materials may include but are not limited to, student, teacher, and parent consumables, educational aids,
software, classroom libraries (content-specific and various genres), novels, and language and literacy
development kits to support language instruction for Emergent Bilinguals. Most of these instructional
materials should be language-authentic, culturally diverse, and available primarily in Spanish and other
languages as appropriate and as much as possible. In addition, English language resources designed to
promote and progress students' English fluency are needed for upper elementary and secondary grades.
The offeror further guarantees that instructional resources and/or services:
Are aligned to Texas PreK Guidelines, Texas Essential Knowledge Skills (TEKS), and/or
English Language Proficiency Standards (ELPS) or have the ability to be aligned to Texas PreK
Guidelines, TEKS, ELPS
Provide support for language acquisition and, specifically, language acquisition in context to
grade-level content.
