REQUEST FOR PROPOSALS (RFP 2026-501)

Taylor County, Texas, is soliciting proposals for a Turnkey General Contractor for the Taylor County Precinct 3 Justice-of-the-Peace Court Addition.

Deadline: Proposals must be received by 2:00 P.M., Friday, June 12, 2026, at the Taylor County Purchasing Office, 600 Pecan Street, Abilene, Texas, 79602.

Project Scope: An approximate 871.5 square foot addition to the existing facility located at 442 Graham Street, Tuscola, Texas 79562.

Site Inspection: All dimensions, notations, and roof pitches must be verified on-site by the contractor prior to beginning construction. All insurance requirements, including Workers’ Compensation, shall be met prior to any delivery and remain in effect during the life of this contract.

TERMS & CONDITIONS
The Taylor County Commissioners' Court is soliciting proposals for furnishing the
merchandise, supplies, services, and/or equipment set forth in this Request for Proposals.
All proposals must be received in the Taylor County Purchasing Office, 600 Pecan Street,
Abilene, Texas, 79602, no later than 2:00 P.M., Friday, June 12, 2026. Public Opening of the
proposals will be held in the Purchasing Conference Room at that time. All proposals which
are mailed, shipped, etc. should be addressed as follows:

All proposals must be in sealed envelopes clearly marked with Proposal Number and
Proposal Title. Completed Proposals must contain one (1) original and one (1) copy.
Original proposals must be clearly marked "ORIGINAL" and contain all original
signatures.
The Taylor County Commissioners' Court reserves the right to reject in whole or in part any
or all proposals, waive minor technicalities, and award the proposal which best serves the
interest of Taylor County.
Late proposals will be returned to the Offeror unopened. Taylor County will not be
responsible for un-marked, or improperly marked proposals or proposals delivered to
the wrong location.
Proposals may be withdrawn at any time prior to the official opening. Alterations made
before opening time must be initialed by the Offeror to guarantee authenticity. After the
official opening, proposals may not be amended, altered, or withdrawn without the
recommendation of the Purchasing Agent and the approval of the Taylor County
Commissioners' Court. All proposals become the property of Taylor County and will not be
returned to the Offeror.
Taylor County is exempt from Federal excise and sales tax; therefore, tax must not be
included in this proposal.
The undersigned agrees, if this proposal is accepted, to furnish all items upon which prices
are offered, at the price(s) and upon the terms and conditions contained in the Request for
Proposal. The period of acceptance of this proposal will be thirty- (30) calendar days
minimum unless the Offeror notes a different period. Proposals must be submitted on the
attached Proposal Worksheet. By returning the signed Proposal Worksheet, Offeror certifies
that:
1. Invoices shall be sent directly to Taylor County, Purchasing Department, 600 Pecan
Street, Abilene, Texas, 79602. Payments will be processed within 30 days after receipt of

the invoice or items, whichever is later. Invoices must be itemized and must reference
the Taylor County Purchase Order Number to be processed.
2. Payment shall not constitute an acceptance of the item(s) proposed nor impair the
County's right to inspect or any of its remedies.
3. Goods, supplies, equipment pertaining to this contract shall be F. O. B. delivery to:

4. Hours of delivery/service shall be between 8:00a.m. and 4:00 p.m., Monday through
Friday, unless otherwise stipulated.
5. All prices are to be firm, unless stated differently in the Specific Contract Information.
6. Proposals should be item by item priced using the Proposal Worksheet form included
with this proposal. Purchases will be made on a cash basis. In the best interest of Taylor
County, the award may be on an item-by-item basis. In case the unit price of an item differs
from the extended price for the quantity proposed, the unit price would govern.
7. The price to be paid by the County shall be that contained in the Proposal Worksheet. The
Offeror warrants this price to be no higher than Offeror's current prices on orders by others
for products of the kind and specification covered by this agreement for similar quantities
under similar or like conditions and methods of purchase.
8. A list of references of current users is to be furnished in the proposed worksheet. Failure
to do so may render the proposal unresponsive. Current Taylor County vendors may omit
this requirement.
9. The offeror shall attach to the Proposal Worksheet, and it shall be made a part of this
proposal, regularly printed literature as published by the manufacturer, which sets out and
describes the goods, equipment, or supplies to be furnished by the offeror.
10. Any proposals not conforming to the specifications shall be rejected. It will be the
responsibility of the offeror to conform to the specifications unless deviations have been
specifically cited by the vendor and acceptance made based on the exception.
11. The Commissioners' Court will award the proposal, which will be followed by the issuing
of a Purchase Order or a letter noting the award. The purchase order or letter of award,
together with the signed Proposal Worksheet will be construed as the contractual
agreement.
12. Special Notation: A comparative performance evaluation may be required to assist in
the determination of overall efficiency of similar units. This may include, but is not limited
to, samples of supplies or field test of equipment.

13. Item(s) proposed are subject to the County inspection and approval within a reasonable
amount of time. If specifications are not met, material may be returned at offeror's expense
and risk for all damages incidental to the rejection.
14. The proposal will be evaluated with regards to the following criteria factors:
A. Total Cost- 40%
B. Quality of vendor's goods and/or services- 40%
C. Vendor's past performance record with Taylor County- 10%
D. Extent to which goods meet the needs and requirements of Taylor County- 10%
Taylor County reserves the right to select evaluation methods deemed most appropriate.
Each proposal will be evaluated on a case-by-case basis, regardless of any previous
evaluation method. The period of acceptance of this proposal will be thirty (30) calendar
days (minimum) unless the Vendor notes a different period.
15. Insurance: All insurance requirements, including Workers' Compensation, as outlined
in the Texas State Statutes shall be met prior to any delivery and shall remain in effect
during the life of this contract. Labor is included with this bid and a Workers'
Compensation Affidavit must be completed, signed and returned with the Bid
Worksheet. A Copy of the Certificate of Insurance (attach to Bid Worksheet) , which
reflects the following minimum requirements:
General Liability:
Each occurrence - $500,000
General Aggregate - $1,000,000
Automobile Liability:
Bodily Injury per person - $100,000.00
Bodily injury per occurrence - $300,000.00
Property damage - $500,000.00
Bodily injury and property damage combined, single limit - $500,000.00
* Workers' Compensation Insurance: Workers' Compensation insurance, as outlined
in the Texas State Statutes shall be met prior to any delivery and shall remain in effect
during the life of this contract. If the bidder acquires the services of other persons or
companies (subcontractors) in the performance of this contract, the bidder will
provide a certificate of the above insurance in the name of the subcontractors.
The bidder further agrees that with respect to the above required insurance, the
County shall be named as additional insured as its interest may appear; be
provided with a waiver of subrogation; and be provided with thirty (30) days advance
notice, in writing, of cancellation of material change. The contract shall provide the
County with certificates of insurance evidencing the required insurance. Said notices
and certificates of insurance shall be provided to: Taylor County Purchasing
Department, 600 Pecan Street, Abilene, Texas 79602.

16. Whenever an article or material is defined by describing a proprietary product or by using
the name of a manufacturer, the term "or equal" if not inserted shall be implied. The specific
article or material shall be understood as descriptive, not restrictive.
17. The information provided in the applications is to the best of our knowledge and ability,
accurate and complete.
18. Title and Risk of Loss of goods, supplies, equipment, or services shall not pass to Taylor
County until Taylor County receives and takes possession of the goods, supplies,
equipment, or services at the point(s) of delivery.
19. Continuing non-performance of the vendor in the terms of this Contract shall be a basis
for the termination of the contract by the County. Taylor County shall not pay for work,
equipment, or supplies, which are unsatisfactory. Vendors will be given a reasonable
opportunity before termination to correct deficiencies. This, however, shall in no way be
construed as negating the basis for termination for non-performance.
20. Either party upon sixty- (60) days written notice prior to cancellation may terminate the
Contract.
21. The Offeror warrants that the product sold to the County shall conform to the standards
promulgated by the U. S. Department of Labor under the Occupational Safety and Health
Act of 1970.
22. The Offeror agrees that the goods, equipment, supplies, or services furnished under this
contract shall be covered by the most favorable commercial warranties offered by the
Offeror to any customer for such goods, equipment, supplies, or services.
23. Contractor shall provide the defense for and indemnify and hold harmless Taylor County
from all claims, suits, causes or action, and liability arising out of the execution of this
contract or in connection with Contractor's use of the premises thereunder.
24. The Offeror shall not limit or exclude any express, written, or implied warranties and any
attempt to do so shall render this contract voidable at the option of Taylor County.
25. In accordance with Section 262.030 of the Texas Local Government Code all proposals
shall be opened to avoid disclosures of content to competing offerors and kept secret during
the process of negotiation. All proposals that have been submitted shall be available and
open for public inspection after the contract is awarded, except for trade secrets and
confidential information contained in the proposals and identified as such. After award, the
public may inspect the proposals in the Taylor County Clerk's Office.
26. Certificate of Interested Parties
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of
the Government Code and applies to all contracts entered into on or after January 1, 2016.
The law states that a governmental entity may not enter certain contracts with a business
entity unless the business entity submits a disclosure of interested parties to the
governmental entity at the time the business entity submits the signed contract to the

governmental entity. The law applies to all contracts/purchases of a governmental entity
that require an action or vote by the governing body of the entity.
With regards to Taylor County purchases, a vendor that is awarded a contract or purchase
that requires approval from Commissioner's Court is required to electronically create a
Form 1295 through the Texas Ethics Commission website
(https://www.ethics.state.tx.us/whatsnew/elf_info_form1295.htm) and submit a signed
and notarized copy of the form to the County. A contract, including County-issued purchase
order, will not be enforceable or legally binding until the County receives and acknowledges
receipt of the properly completed Form 1295 from the awarded vendor.

Request for Proposal (RFP)
Part 1: General Project Information & Bidding Requirements
* Project Delivery Method (Turnkey General Contractor): We are seeking a qualified
General Contractor (GC) to oversee, manage, and execute this entire scope of work
as a complete, turnkey project. The GC will be responsible for coordinating all
trades, managing the project schedule, securing necessary permits, supplying all
materials and labor, and delivering a fully finished, ready-to-use facility.
* Project Name: Taylor County Precinct 3 Justice-of-the-Peace Court Addition.
* Project Location: 442 Graham Street, Tuscola, Texas 79562.
* Project Scope Overview: An approximate 871.5 square foot addition to the existing
facility. The floor plan includes a proposed courtroom, hallway, a storage room, a
restroom, and two closets. Additionally, the scope requires creating a new door
opening through the existing exterior brick wall to connect the new structure to the
existing building.
Part 2: Detailed Specifications and Scope of Work by Trade
Division 3: Concrete
* Foundation Slab: Install approximately 794 square feet of 8" thick, 4500 psi heavy-
duty concrete.
* Reinforcement & Forming: Utilize 2"x8" forms with #4 rebar placed at 12" on
center.
* Finish & Treatment: Apply a power trowel finish to the surface and spray a cure and
seal upon completion.
Division 4: Masonry & Demolition
* Adjoining Wall Modification: Demolish and knock out the brick on the north side of
the existing building to create a rough opening for a new door connecting the
existing facility to the new addition.
* Refinishing: Refinish and patch the masonry edges around the new opening to
ensure a clean, structurally sound, and seamless transition between the two
spaces.
Division 6: Wood, Plastics, and Composites (Millwork)
* Judge's Bench: Construct a custom bench measuring 5'2" wide x 3'3" deep x 48"
tall. The bench must be built from Maple with a stained and lacquered finish and
include an integrated 24" countertop on the open side.

* ADA Lavatory Station: Construct a laminated base with a 4" skirt and a compliant
ADA courtesy panel. Install a Hi-macs solid surface countertop featuring two
integral sinks and a 4" backsplash.
Division 7: Thermal and Moisture Protection
* Framing & Siding: Erect and dry-in the 871.5 sq ft addition. Install roof
underlayment paper and board and baton exterior siding.
* Insulation: Provide and install new batts wall insulation throughout the new
framing. The contractor must ensure that the tie-in point where the new addition
connects to the existing building is thoroughly and properly insulated to maintain a
continuous thermal barrier.
* Roofing: Install composite shingles on the new addition that match the color and
style of the existing building's roof. The new roof must properly tie into the existing
building's roof to ensure a watertight seal and seamless transition. Provide and
install all necessary underlayment, valley flashing, ridge caps, and vents.
* Gutters: Install 242 linear feet of 6-inch seamless gutters, including 6 downspouts,
necessary A and B elbows, straps, left and right end caps, and inside/outside miters.
Division 8: Openings (Doors & Hardware)
* Exterior Doors: Provide and install one (1) hollow metal frame exterior door
equipped with a push bar.
* Interior Doors: Provide and install two (2) hollow core wooden double doors for
closets and three (3) hollow core wooden single doors. All associated hardware
must be included.
* Adjoining Door: Provide and install one (1) interior door and frame within the newly
created opening in the existing north brick wall to adjoin the buildings, complete
with necessary hardware and transitions.
Division 9: Finishes
* Drywall & Texturing: Provide a level 4 drywall finish featuring a light to medium
orange peel texture on all newly constructed drywall walls. Ceilings are presumed to
be acoustical ceiling tiles (no hard lids).
* Interior Painting: * Paint all new walls using a single color.
In the existing courtroom, repair and paint the north wall where the new
o
hallway adjoins, painting it to match the existing finishes.
Prepare and paint all interior and exterior doors and frames, which includes
o
three 3' interior doors, two sets of bi-fold doors, and the exit door off the new
courtroom.

Prepare and paint all interior baseboards and window sills.
o
* Exterior Painting: * Prepare and paint all new cement siding, fascia, and soffits.
Paint the fascia, soffits, and three existing doors on the existing building
o
structure to match the new color scheme.
* Ceilings: Provide and install a new white standard suspended ceiling grid and
acoustic tile throughout the addition.
* Flooring: Prepare floors with skim coat patch and install approximately 1,276
square feet of glue-down vinyl plank flooring (Specified material: Forest Lawn 2.5
Vinyl Tile, 7.25 x 48, Color: Portobello). The flooring footprint includes 2 courtrooms,
2 closets, a storage room, and a restroom.
* Baseboards & Transitions: Install 360 linear feet of 4" vinyl cove base (Color: Black
Brown) and associated transition strips.
Division 10: Specialties
* Restroom Accessories: Provide and install bathroom partitions and grab bars in the
restroom facility.
* Closet Specialties: Provide and install two (2) sets of closet shelves and hanging
rods.
Division 22: Plumbing
* Water Supply & Drainage: Provide rough-in, top-out, and set out for one (1) toilet
and one (1) wall-hung lavatory. Route cold water from the existing structure near the
water heater location.
* Equipment: Provide and install a 40-gallon electric water heater.
* Gas: Reroute the existing gas service around the new concrete forms.
Division 23: Heating, Ventilating, and Air Conditioning (HVAC)
* System Type: Install a 2-ton, 14 SEER2 heat pump split system.
* Air Distribution: Install a complete new balanced flex duct system.
* Equipment Details: Mount the air handler unit on a platform in the utility area and
provide a standard digital thermostat.
Division 26: Electrical
* Service Upgrade: Relocate the AEP underground pipe, size conduit accordingly for
a 320-amp service. Remove the existing meter and replace it to accommodate the
new 320-amp service. Run power to a new electrical panel located in the utility
closet.

* Wiring & Conductors: Provide underground service conductors and completely
wire the new 871 sq ft addition.
* Lighting: Provide and install 2x4 LED flat panels throughout the new space. Provide
and install required emergency lighting.
Part 3: Execution and General Conditions
* Turnkey Management: The GC is solely responsible for project supervision,
scheduling, quality control, and ensuring all trades perform work to standard.
* Site Cleanliness: The GC and all subcontractors are responsible for cleaning up
and hauling off all trash and construction debris generated during the project.
* Field Verification: All dimensions, notations, and roof pitches must be verified on-
site by the contractor prior to beginning construction and adjusted to accurately
meet on-site conditions. Ensure new slabs and plates match the existing finished
floor and plate lines.
* Permits: Contractor will be responsible for obtaining all permits required to
complete this bid.
* Payment Method: With the approval of the Project Representative, progress payment
will be made (upon request by invoice to Purchasing) monthly for work completed and
materials stored on the job site. Project representative will be Lieutenant Andre
Moore (or his designee), Taylor County Jail.
