Summary

The County of Orange, County Executive Office - CPO (hereinafter referred to as “County”), is soliciting proposals from qualified firms (hereinafter referred to as “Respondents”) for The County is seeking qualified contractors to provide the design, manufacture, delivery, and installation of Rapid-Build Tensioned Membrane Aluminum Frame Structures (TMS) to support emergency preparedness and response operations. Services include engineering and code-compliant design, fabrication of modular structural systems, transportation to County-designated sites, full installation and assembly, and training for County personnel on operation and maintenance. The structures must be durable, rapidly deployable, and capable of withstanding extreme environmental conditions while supporting flexible, temporary or semi-permanent use. . Respondents must meet the minimum qualifications and requirements as set forth within the RFP and be capable of providing services identified in the Scope of Work herein.

The proposed schedule below is subject to change. Any changes to the schedule for the RFP process will be issued to all Respondents via addenda on the County's eProcurement Portal.

This is a fully electronic Request for Proposals (RFP). Respondents must submit their proposals online via the County’s online bidding system. Only electronic proposals will be accepted. Facsimile and e-mail proposals will NOT be allowed. All questions or requests for interpretations must be received within this solicitation by Wednesday, June 17, 2026 , before 2:00 pm as specified in the solicitation. Respondents are not to contact other County personnel with any questions or clarifications concerning this solicitation. Verbal clarifications or responses will not be considered binding.



Background

The County is enhancing its emergency preparedness and response capabilities to address a wide range of potential incidents, including natural disasters, public health emergencies, and other situations requiring rapid deployment of operational facilities.

Traditional construction methods are often not feasible within the compressed timelines required during emergency response. As a result, the County is seeking to establish a Regional Cooperative Agreement (RCA) to provide pre-qualified contractors capable of delivering rapid-build structural solutions that are deployable on short notice, adaptable to varying site conditions, and compliant with applicable building and safety standards.

The purpose of this RCA is to ensure the County and participating agencies have access to scalable, reliable, and high-performance modular structures that can be quickly procured and deployed when needed, without the delay of conducting a new solicitation during time-sensitive situations.

Key objectives of this program include:

  • Rapid mobilization and deployment of structures in emergency or urgent scenarios
  • Flexibility to support multiple operational uses and configurations
  • Durability and resilience under extreme environmental conditions
  • Streamlined procurement through a pre-established, competitively awarded agreement

The County is seeking experienced contractors with demonstrated expertise in rapid-deployment or modular structural systems, who can provide consistent performance, technical capability, and responsive service under both planned and emergency conditions.
