The City of Bell, California, is requesting proposals from qualified vendors to provide RFP - Jail Services The Bell Police Department is seeking a company to provide the following services: Operation, and maintenance of the City of Bell Jail to properly receive, detain, and care for all inmates who may be booked. The Department processes approximately 900 arrests per year. These arrests are all pre-arraignment, and consist of males and females, adults, and juveniles.
The City desires to enter into an Agreement for three (3) years, with two (2) optional one-year extensions.
The Bell Police Department is seeking a company to provide the following services: Operation, and maintenance of the City of Bell Jail to properly receive, detain, and care for all inmates who may be booked. The Department processes approximately 900 arrests per year. These arrests are all pre-arraignment, and consist of males and females, adults, and juveniles.
BELL POLICE TYPE I JAIL FACILITY OPERATIONS
The custody officers’ responsibilities involve, but are not limited to, receiving, processing, detaining, monitoring, transporting and/or releasing adults and juveniles arrested or detained by officers of the Bell Police Department, and performing other related duties as outlined in the Bell Police Department Manual and the Bell Police Department Jail Manual. These specifications are for uniformed, unarmed, and commissioned or non-commissioned custody officers to be provided at the Bell Police Department’s Type I Jail Facility on a seven-day per week, twenty-four hour per day schedule.
STAFFING REQUIREMENTS
The staffing requirements for the City’s Jail Facility consist of staffing the required positions for the contract and within the Jail Facility, the establishment of a retention plan with a progressive salary scale for each position within the Jail and quarterly or bi-monthly recruitment consisting of interviews and backgrounds. The positions required for the SOW are Account Manager, Supervisor, Shift Leads, and Custody Officers.
The City of Bell reserves the right to request certain Jail employee’s who have established a positive work performance while working as a Bell jailer. The City also request consideration of Bell Explorers who are of legal age to work with the contracted jail service provider as jailers in the City of Bell jail.
The City of Bell reserves the right to reject any or all proposals or waive any informality or irregularity in the proposals or the proposal procedures and shall be the sole judge of the proposals received. Should it deem this necessary for the public good, and the proposal of the contractor who has been delinquent or unfaithful in any former contract with the City of Bell. All proposals shall be valid for a period of 120 days after City’s proposal deadline, notwithstanding any award of Contract by the City to another contractor.
