RFP 2026-3 Integrated Pest Management Services

The Lowell Housing Authority seeks qualified and licensed contractors interested in providing a comprehensive IPM Plan for all properties.  The Contractor must furnish all supervision, labor, materials and equipment necessary to accomplish the surveillance, trapping, and pesticide application components of the pest control program. The Contractor must also provide site-specific recommendations for structural and management changes necessary to achieve pest prevention. The contractor will also provide education services related to pest control for building staff and occupants.

Pre-Proposal Site Visit: A Pre-Proposal walkthrough will be held on May 5, 2026, at 9:00 a.m. starting at South Common Village, 198 South Street, Lowell, MA 01852.  The walkthrough will cover a sample of LHA’s properties and the normal issues that LHA aces with pests.  The sample Inspection Report and sample IPM Plan within the proposal submittal should be based off the walkthrough.
