Project Description: 1.1 Introduction/Purpose
The County of Ventura (hereinafter referred to as “County”) invites your organization to submit a written proposal for subscription-based Information Technology Research and Advisory Services. Proposals shall be due no later than 3:00 p.m. on February 12, 2025 for the furnishings of research and advisory services in accordance with the attached Terms and Conditions, Instructions to Offerors, which by this reference are made a part hereof. Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents.
1.2 Background
The Information Technology Services Department (ITSD) was established in 1969 and is comprised of approximately 170 employees in five divisions: Administrative and Fiscal Services, Business Systems Services, Technical Services, Network Services, and Criminal Justice System Services. The Mission of ITSD is to provide reliable, responsive, cost-effective and relevant technology services and counsel to County departments, agencies, and leaders. The primary functions of ITSD are to plan, analyze, develop, operate and maintain computer-assisted systems to support the information processing requirements for the County.
With an annual budget of approximately $45 million, the Information Technology Services Department (ITSD) supports: - More than 150 Custom Developed and Vended Apps - Manages Over 4 Million Lines of Code - Develops and Maintains Over 70 Web Applications - Develops and Maintains Mobile Apps - Manages the County’s Enterprise Mobile App Store - Maintains digital maps of parcels, street centerlines and hundreds of other data layers - Manages Over 125 Physical Servers (Windows, Linux, UNIX, Solaris, IBM) - Manages Over 325 Virtual Servers (Windows and Linux) - Administers Over 400 Databases (Oracle and MS SQL Server) - Manages 80 TB of Data Storage (SAN) - Supports and Administers > 1,500 Desktops - Processes Approx. 30,500 Support Calls Annually Via the Service Desk - Provides Mobile Email Service to Over 3,000 Mobile Devices - Maintains over 18,000 Data Ports, over 2,000 Switches and Routers - Manages over 200 Wide Area Network Circuits - Maintains over 9,000 Voice Devices - Maintains the County’s Wireless Network with Over 900 Wireless Access Points - Maintains Over 110 Microwave Transmission Sites

The following is an outline of the anticipated schedule for the proposal review and contract award.

1.4 Questions Regarding RFP
All questions concerning this Proposal should be submitted online under the “Messages” tab. An award, if made, will be in the best interests of the County after all factors have been evaluated. County reserves the right to make an award to multiple Offerors. While County intends to enter a contract for these services, it will not be bound to do so. County reserves the right to reject any or all proposals. County shall be the sole judge of the offers hereunder. Deadline for questions or clarifications concerning this RFP is February 5, 2025 at 5:00 p.m.
