1.0 Proposal Invitation
Washtenaw Community College (“College” and/or “WCC”) seeks proposals from vendors that can fulfill
the deliverables as outlined in this RFP. The major goals of this project are (1) to provide a subscription
license to Infoblox DDI as specified herein, and (2) contract a consulting service that will work
collaboratively with WCC to plan, configure, migrate, validate, document, stabilize the environment, and
minimize disruption to College operations.
At its sole discretion, the College reserves the right to split awards between the licensing and consulting
components of this project, based on a combination of adherence to RFP requirements and overall value
offered to the College. Prospective bidders that offer licensing for Infoblox DDI, and/or firms with
expertise in implementing InfoBlox DDI are encouraged to submit proposals. Proposals shall clearly outline
goods and/or services offered that meet the RFP requirements, specifying all associated costs and pricing
structures.
1. The College expects to enter a 3 yr. (36-month) license agreement with the awarded vendor,
beginning by September 2026. At its sole discretion, the College may elect to renew services up to
two (2), additional one-year contract terms. Expected contract periods are estimates and subject to
change at the College’s sole discretion.
2. As determined by the College, consultants awarded under this RFP may be contracted on an as-
needed basis for services related to the implementation and maintenance of an Infoblox DDI system,
through August 2031.
The purpose of this RFP is to assess the current availability of the selections outlined herein. The College,
at its sole discretion, may consider the closest comparable substitution for award. The selected supplier
will be able to provide all deliverables outlined in the RFP.
Response to this RFP confirms an understanding that this is not a contract or offer of business by the
College. This request for proposal in no manner obligates the College to the eventual purchase of any
products or services described, implied, or which may be proposed, until confirmed by written agreement,
and may be terminated by the College without penalty or obligation at any time prior to the signing of an
agreement, contract, or purchase order. In submitting a proposal, Supplier agrees that all materials
associated with, attached to, or referenced by the submitted proposal will become the property of the
College and may be incorporated into a subsequent contractual agreement between the successful
Supplier and the College.
The College is not liable in any manner or to any extent for any cost or expense incurred by the Supplier
in the preparation, submission, presentation, or any other action connected with proposing or otherwise
responding to this RFP. Such exemption from liability applies whether such costs are incurred directly by
the Supplier or indirectly through the Supplier’s agents, employees, assigns, or others, whether related or
not to the Supplier.
The College reserves the right to reject any and all proposals and waive any irregularities. Proposals which
fail to comply fully with any provisions of this document may be considered invalid and may not receive

consideration. The College also reserves the right to negotiate terms and conditions of a contract with the
chosen Supplier. The College reserves the right to award a contract based on any combination of the
specifications described herein.
The awarded Supplier’s proposal response shall be subject to, and governed by the College’s Terms and
Conditions for Product Purchase and Installation, located at:
https://www.wccnet.edu/about/purchasing/purchasing-terms-products.php, as a condition of award,
and are hereby incorporated herein as a substantive part of the solicitation documents. In the event
there is any conflict or inconsistency between the Terms & Conditions referenced in the RFP documents
and those included in a Supplier’s Proposal response, Supplier’s quote, or listed on the Supplier’s
website, the Terms & Conditions of the RFB documents shall govern. Proposal submissions must include
all exceptions to the College’s terms and conditions of purchase. A purchase order signed by an
authorized agent of the College is required to constitute acceptance of Proposal offer and offer terms
and conditions of service. This RFP and any subsequently offered contracts will be governed by the laws
of the State of Michigan. Any and all applicable valid executive orders, Federal, State or local laws,
ordinances or rules or regulations shall apply to any contract if and when offered and are deemed
incorporated herein.
As a public institution, the College is subject to the terms and conditions of the Freedom of Information
Act. As required by law, any information submitted in response to this request for proposal could become
public information. Suppliers responding to this proposal are cautioned not to include any proprietary
information as part of their proposal unless such proprietary information is carefully identified in writing
as such and accepted by the College as proprietary. Any documents submitted may be reviewed and
evaluated by any person at the discretion of the College, including non-allied and independent Suppliers
retained by the College now or in the future.
The College is looking to begin implementing a subscription license for the specified Infoblox DDI
configuration by September 2026. Firms with consulting expertise in Infoblox DDI roll-out will be
needed upon Infoblox DDI license acquisition.
Preference will be given to the suppliers who can meet the specifications provided or closest substitutes
as determined by the College. Award of a contract will be based on the proposal whose offering best
meets the needs of the College. Criteria for award of a contract include but are not limited to:
pricing of Infoblox DDI licensing; implementation timelines; professional references; and firm’s expertise
in Infoblox DDI implementation, support, and consultancy.
The College reserves the right to request follow-up information such as questions, presentations, and
demos prior to contract award.

3.0 Specifications/Requirements
1. The awarded vendor(s) shall provide licensing and/or consulting services to WCC in the successful
implementation of a new Infoblox DDI system. Firms providing only licensing or consulting services as
requested herein are encouraged to submit proposals.
2. Please detail your firm’s background, including a company overview, number of years in business,
professional references, relevant experience, and examples of successful Infoblox DDI implementations.
3. At its sole discretion, the College reserves the right to make an award based on any individual
specification or a combination of the desired specifications outlined below.
4. The DDI design requires three TE-1526 software-appliance subscriptions: two instances configured as
one high-availability pair in the primary data center and one instance configured as a Grid Master
Candidate in the alternate data center. The bidder must provide the official manufacturer description,
subscription term, entitlement dates, and any dependencies for each line item. The quantities outlined
below in Infoblox DDI Licensing Specifications represent concurrently licensed software-appliance and
reporting entitlements for the full 36-month term; they are not annual quantities and must not be
multiplied by three. The required DDI node count is three. The -4 support designation is required to
provide Infoblox Premium Maintenance-Enterprise rather than Partner Premium Maintenance. If
Infoblox uses a different current SKU structure for a 36-month order, the bidder must identify the
corrected manufacturer SKU without changing the required architecture, capacity, node count, or
manufacturer support level.
5. At its sole discretion, the College may split award between Infoblox DDI Licensing and proposals offering
consulting and implementation services. Evaluation of proposals shall be based on a combination of
cost-efficiency, overall value offered to the College, and adherence to the RFP specifications. Bidders
interested in providing consulting services, without Infoblox DDI licensing, are encouraged to submit
proposals. Bidders interested in providing Infoblox DDI licensing, without additional consulting services,
are also encouraged to submit proposals.
6. All products and services offered, and pricing of said products and services, shall be clearly outlined in
proposals.
7. Quantities, where specified, are estimated and may be revised.

Infoblox DDI Consulting Requirements
I. Scope of Services:
Successful proposals for Consulting & Implementation Services shall develop an InfoBlox DDI implementation plan
as follows:
1. Discovery and Planning
• Conduct kickoff and technical discovery sessions with WCC stakeholders.
• Inventory relevant DNS, DHCP, IPAM, integrations, dependencies, operational practices, and constraints.
• Identify gaps, risks, prerequisites, resource needs, and decisions required from WCC.
• Produce a detailed project plan, responsibility matrix, communication plan, and migration schedule
2. Architecture and Detailed Design
• Validate the proposed Infoblox architecture, sizing, roles, high availability, security, and management approach.
• Document target DNS, DHCP, and IPAM design, naming standards, access controls, logging, monitoring, backup,
and recovery considerations.
• Define the data mapping, migration method, test strategy, cutover sequence, and rollback approach.
3. Build and Configuration
• Configure the new Infoblox environment in accordance with the approved design.
• Implement agreed administrative access, network settings, DNS, DHCP, IPAM, grid or platform settings, security
controls, and integrations.
• Document configuration decisions and deviations from the approved design.
4. Data Migration and Validation
• Extract, transform, cleanse as agreed, and import DNS, DHCP, and IPAM data.
• Validate record counts, configurations, reservations, scopes, options, leases where applicable, and other agreed
data objects.
• Resolve migration errors and provide reconciliation results for WCC review.
