REQUEST FOR PROPOSAL #254-26
PURPOSE OF REQUEST:
The purpose of this Request for Proposal, hereinafter referred to as RFP, is to enter into a contract
with a qualified firm(s) to prepare updated Impact Fee Facility Plans (IFFP) and associated Impact Fee
Analysis’ (IFA). The company(s) hereinafter may be referred to by the following terms: Company, Firm,
Consultant and/or Contractor. Riverton City hereinafter may be referred to as the City. Consultant may
submit for both the IFFP and IFA together or submit for only one or the other.
RESPONSE DATE AND LOCATION:
Offers must be received by 2:00 PM on March 5, 2026.
Offers may be delivered to 12830 South 1700 West, or may submitted electronically at
ccalvert@rivertonutah.gov. The reference number for this RFP is #254-26. Any proposal that is
received after this due date and time will be returned unopened to the proposer. All proposals and
communications relative to this proposal must bear RFP #254-26. If it becomes necessary to revise the
RFP in whole or in part, an addendum will be provided to all proposers on record who received the
original RFP.
ADMINISTRATIVE GUIDANCE:
The information provided herein is intended and designed to provide those interested in responding
sufficient basic information regarding minimum requirements. It is not intended to limit a proposal's
content or exclude any relevant or essential data therefrom. Proposers are at liberty and are
encouraged to expand upon the specification to evidence service capability under any agreement.
The city will not be liable for any cost proposers may incur in the preparation or presentation of this
proposal.
Proposals of the successful firm shall be open to public inspection for a period of ninety (90) days after
the announcement of the selection of the Contractor. Proposals of those who responded but are not

awarded contracts shall not be open to public inspection.
PROPOSAL CONSIDERATION:
An evaluation team will evaluate the submitted proposals. The city reserves the right to: 1) reject
any or all proposals, or to make no award; 2) require modifications to initial proposals; 3) negotiate
or 4) make partial or multiple awards. The city further reserves the right to excuse technical defects
in a proposal when, in the sole discretion of the City, such excuse is beneficial to the city. Upon
selection of a consultant(s), the City will negotiate the final scope of work and final fee with the
consultant(s).
The city may award based on initial proposals received, without discussion of such proposals. If
required by the city, a short list of responders may be invited to make presentations/demonstrations
to the evaluation team, other city personnel, as deemed appropriate. To the extent permitted by law,
all documents submitted as part of the proposal will be deemed by the city as confidential during the
evaluation process, and until selection of finalists. There shall be no disclosure of any information to
competing companies prior to award of the contract.
TERMS OF CONTRACT:
The agreement will be in accordance with requirements set forth in the scope and terms of this RFP.
All provisions of the agreement must be in compliance with established State and Local laws and
ordinances of the State of Utah and its political subdivisions.
Any contract or contracts that may arise from this request, will include the attached terms and
conditions and the following:
- Contract may be terminated at any time by either party with advance written notification of at
least 30 calendar days, (negotiable, provide proposed termination terms with proposal
response).
SCOPE OF SERVICES:
Riverton City is looking to hire a consultant(s) to update the City’s Impact Fee Facilities Plans (IFFP) and
the Impact Fee Analysis’ (IFA). Consultant may submit for both the IFFPs and IFAs or submit for only one
or the other.
Impact Fee Facility Plan
The most recent IFFPs were November 2017 and were completed in house. There is a separate IFFP for
each of the following:
Culinary water
Secondary water
Storm water
Transportation

Each of the IFFP updates should include as a minimum:
Task 1: Identify Service Area – The service area for each IFFP may have been defined in the 2017 IFFPs
but there is not a write up of the boundary. It may have been assumed the service area is the City’s
current boundary. This will need to be evaluated and addressed. It should be noted that a development
agreement exists with Land Reserve (Previously Suburban Land Reserve), which froze the impact fees in
that specific development area and will be excluded from these IFFPs and the following IFAs.
Task 2: Inventory Existing Facilities – Evaluate and identify current infrastructure to establish the existing
“level of service”. The existing “level of service” is provided in each of the 2017 IFFPs but will need to be
studied to determine if they are still valid.
Task 3: Growth Projections and Demand Modelling – Determine future needs based on land use plans
and population growth. The population growth projections in each of the 2017 IFFPs are slightly over-
stated and may need to be re-evaluated. The previous growth projections did not take into
consideration the growth and impacts from adjacent cities and does need to be evaluated.
Task 4: Establish Future Level of Service – Define the performance standards (LOS) for future
development to ensure impact fees are only used for eligible improvements. The future (proposed) LOS
were developed in each of the 2017 IFFPs, which will need to be re-evaluated.
Task 5: Identify Existing Capacity – Existing capacity is to be determined to accommodate future growth
at the proposed “Level of Service”. Each of the 2017 IFFPs address this task but needs to be reviewed
and validated or updated.
Task 6: Identify Capital Improvements – List and prioritize future project needed to serve new
development. The City has recently updated their capital facility plan, which can be provided to the
consultant.
Task 7: Cost estimation and Funding Strategies – Cost estimates for future projects were developed with
the update of the City’s capital facility plan. Working with City staff, identify the future projects that
qualify/partially qualify for use of impact fees as a percentage of the project cost.
Task 8: Certification and Public Process – Consultant to provide certification and to follow public
notice/hearing procedures.
Task 9: Meetings – Consultant to propose the number of in person and on-line meetings. There should
be a kick-off meeting, periodic check-in/data collection/coordination meetings, draft report review
meeting and other meetings/hearings/presentations as required by Utah Code Title 11 Chapter 36a.
Task 10: Draft Report for Review – Consultant to provide a draft report for review by City staff.
Timeline: Consultant to propose a timeline to complete the IFFPs.

Deliverables: Consultant to provide the final certified Impact Fee Facilities Plans in electronic format.
All tasks are to meet the requirements of Utah Code Title 11 Chapter 36a.
Impact Fee Analysis
The most recent IFAs were adopted in August 2018. There is a separate IFA for each of the following:
Culinary water
Secondary water
Storm water
Transportation
Parks
Each of the IFA updates should include as a minimum:
Task 1: Existing Facility Inventory and Level of Service – Documentation of current infrastructure and the
existing levels of service should be available from the IFFPs consultant.
Task 2: Capacity Analysis – Identify the existing excess capacity to ensure new fees do not pay for
current deficiencies. Most of the information for this task should be available from the updated IFFPs.
Task 3: Future Capital Facilities Plan – Using the updated IFFPs and the recently updated Capital Facility
Plan, identify future improvements needed to serve new growth.
Task 4: Impact Fee Calculation – Calculate the proportional share of capital costs attributable to new
development. Developed impact fees are to be translated to the format Riverton uses as established in
the City’s Fee Schedule.
Task 5: Certification and Public Process – Consultant to provide certification and to follow public
notice/hearing procedures.
Task 6: Meetings – Consultant to propose the number of in person and on-line meetings. There should

PROPOSAL FORMAT:
Proposals must be concise and in outline format. Please furnish one (1) original copy and one (1)
committee member copy of your proposal. Both are to electronic and should not exceed 5MG. The
committee member copy is not to include pricing, do not include anything regarding pricing in the
committee member copy; only purchasing will know the pricing during the scoring, committee
members will not know the pricing. Pertinent supplemental information should be referenced and
included as attachments. All proposals must be organized and tabbed to comply with the following
sections. If they are not, they may be rejected. Each tabbed section must clearly and fully address
the subject and be understandable. Failure to do so will negatively impact the evaluation of your
submitted RFP. Proposals should be long enough to expand on the qualifications and experience;
however, lengthy, encyclopedic RFPs are not encouraged. Proposals should not exceed twenty (20)
pages, including covers, dividers and resumes.
All requested documentation must be included. The proposal must include (in the following
order):
A. Transmittal letter stating the respondent’s intent to participate in the contract. The letter of
transmittal shall be on official business letterhead and shall include the following:
1. A statement that the respondent will comply with all terms and conditions as indicated
in the RFP.
2. A statement indicating whether the respondent is a corporation or other legal entity.
3. A statement of affirmative action that the respondent does not discriminate in its
employment practices with regard to race, color, religion, age (except as provided by
law), sex marital status, political affiliation, national origin, or handicap.
4. A certification statement to the effect that the person signing the proposal is authorized
to do so, on behalf of the respondent.
5. Names of the key contact persons with their title and telephone numbers. Also, indicate
first and second back-up contact persons if the person signing the proposal is not
available to take a call from the City.
6. Name and complete mailing address of the respondent along with telephone number, e-
mail address, and fax number.
B. Comprehensive RFP response including all requested information and documentation.
Proposals shall also include a copy of current billing rates for key personnel. The proposal
response shall include at a minimum the following sections:
1. Executive summary (two pages maximum).
2. Organizational chart showing the team involved including individual members, all
organizations, relationships, and breakdown of responsibilities, and the percentage of
