REQUEST FOR PROPOSALS (RFP)

PART I: GENERAL SUBMISSION GUIDELINES
1. Solicitation: The Taylor County Commissioners' Court is soliciting proposals for
furnishing the merchandise, supplies, services, and/or equipment set forth in this
RFP.
2. Delivery of Proposals: All proposals must be received in the Taylor Purchasing
Office no later than 2:00 p.m. on June 5, 2026. Proposals should be addressed to:

3. Format: All proposals must be in sealed envelopes clearly marked with the RFP
Number and Title. Submissions must contain one (1) original and one (1) copy. The
original must be clearly marked "ORIGINAL" and contain all original signatures.
4. Acceptance Period: The period of acceptance of this proposal will be thirty (30)
calendar days (minimum) unless the Vendor notes a different period.
5. Rights Reserved: The Commissioners' Court reserves the right to reject in whole or
in part any or all proposals, waive minor technicalities, and award the proposal
which best serves the interest of Taylor County. Late proposals will be returned
unopened.
PART II: TERMS AND CONDITIONS
* Taxes: Taylor County is exempt from Federal excise and sales tax; therefore, tax
must not be included in this proposal.
* Delivery/Client Access: Indigent Healthcare does not require or need delivery of
goods; clients are required to pick up prescribed medication.
* Invoicing: Invoices shall be sent directly to Taylor County Social Services (Attn:
Dianna Atkinson, 400 Oak Street, Suite 202, Abilene, Texas, 79602). Payments will
be processed within 30 days after receipt of the invoice.
* Firm Pricing: All prices are to be firm for the length of the contract. Purchases will
be made on a cash basis.
* References: A list of references of current users must be furnished. Current Taylor
County vendors may omit this requirement.
* Warranties & Indemnification: The Vendor warrants that the product sold shall
conform to OSHA standards. The Vendor shall provide the defense for, indemnify,

and hold harmless Taylor County from all claims or liabilities arising out of the
execution of this contract.
* Form 1295: The awarded vendor must electronically create a Form 1295 (Certificate
of Interested Parties) through the Texas Ethics Commission website and submit a
signed/notarized copy before the contract becomes legally binding.
PART III: EVALUATION CRITERIA
The proposal will be evaluated with regards to the following criteria factors:
* A. Total Cost: 40%
* B. Quality of vendor's goods and/or services: 40%
* C. Vendor's past performance record with Taylor County: 10%
* D. Extent to which goods and services meet the needs and requirements of
Taylor County: 10%

PART IV: SPECIFICATIONS & SCOPE OF WORK
1. Intent & Intended Use It is the intent of the Commissioners' Court to contract with a
pharmacy or a pharmaceutical company to provide prescription drugs for Taylor County's
Indigent Healthcare program. All pharmaceuticals are intended for medical use only (not
experimental or laboratory procedures). The successful vendor shall provide generic drugs,
if available, as a first choice for any prescription item.
2. Contract Term The term of this contract will be for one (1) year, beginning July 1, 2026,
and ending June 30, 2027. The contract may be extended for four (4) additional years (in
one-year increments), with the approval of both parties.
3. Pharmacy Requirements
* Hours: The pharmacy must be open at least 5 days per week.
* Communication: Must provide and maintain toll-free phone and fax numbers.
* Compliance: Services and pharmacy must comply with all Federal, State, and
Local laws.
* Packaging: Taylor County prefers that all pharmaceuticals be supplied in tamper-
proof containers.
* Labeling: Minimum labeling must include client's name and address, date filled,
expiration date, Rx number, medication name, strength, prescribing physician,
quantity dispensed, and NDC number.
4. Special Generic Programs Vendors who have a special program offering generic drugs
at a greater discount than their everyday basis (e.g., access to generic drugs for $4.00 or
$5.00 per prescription) must provide a list of the generic drugs offered under that program.
5. Pricing Structure Taylor County is asking for a percentage above/below the AWP
(Average Wholesale Price). This percentage must include any delivery and freight charges.

I hereby acknowledge that "persons providing services on the project" includes all persons or

project, regardless of whether that person contracted directly with the company and regardless of
whether that person has employees. This includes, without limitation, independent companies,
contractors, subcontractors, leasing companies, motor carriers, owner-operators, and employees
of any such entity that furnishes persons to provide services on the project. "Services" include,
without limitation, providing, hauling, or delivering equipment or materials, or providing labor
transportation, or other service related to the project. "Services" do not include activities unrelated
to the project, such as food/beverage vendors, office supply deliveries, and delivery of portable
toilets.

TEXAS STATUTORY VERIFICATIONS

2. SENATE BILL 252: Verification Regarding Terrorist Organizations
Pursuant to Section 2252.152 of the Texas Government Code, Company verifies that it
is not engaged in business with Iran, Sudan, or a foreign terrorist organization.
Company further certifies that it is not listed on the Texas Comptroller's list of
companies known to have contracts with, or provide supplies or services to, a foreign
terrorist organization.
3. SENATE BILL 13: Verification Regarding Boycotting Energy Companies
Pursuant to Section 2274.002 of the Texas Government Code, Company verifies that it:
* (1) Does not boycott energy companies; and
* (2) Will not boycott energy companies during the term of the contract with Taylor
County, Texas.
("Boycott energy company" means, without an ordinary business purpose, refusing to
deal with, terminating business activities with, or otherwise taking any action that is
intended to penalize, inflict economic harm on, or limit commercial relations with a
company because the company: (A) engages in the exploration, production, utilization,

transportation, sale, or manufacturing of fossil fuel-based energy and does not commit
or pledge to meet environmental standards beyond applicable federal and state law; or
(B) does business with a company described by Paragraph (A).)
4. SENATE BILL 19: Verification Regarding Discrimination Against Firearm
Entities
Pursuant to Section 2274.002 of the Texas Government Code, Company verifies that it:
* (1) Does not have a practice, policy, guidance, or directive that discriminates
against a firearm entity or firearm trade association; and
* (2) Will not discriminate against a firearm entity or firearm trade association
during the term of the contract with Taylor County, Texas.
("Discriminate against a firearm entity or firearm trade association" means, with respect
to the entity or association, to: (A) refuse to engage in the trade of any goods or
services with the entity or association based solely on its status as a firearm entity or
firearm trade association; (B) refrain from continuing an existing business relationship
with the entity or association based solely on its status as a firearm entity or firearm
trade association; or (C) terminate an existing business relationship with the entity or
association based solely on its status as a firearm entity or firearm trade association.)

CERTIFICATE OF INTERESTED PARTIES
In 2015, the Texas Legislature adopted House Bill 1295, which added Section 2252.908 of the
Government Code. The law states that a government entity may not enter into certain
contracts with a business entity unless the business entity submits a disclosure of interested
parties to the government entity. The disclosure of interested parties will be submitted online
via Form 1295 through the Texas Ethics Commission website and must be submitted to the
governmental entity prior to any signed contract and/or vote by the governing authority.
Business Entity must complete Form 1295 in electronic format on the Texas Ethics Commission
website: (https://www.ethics.state.tx.us/whatsnew/elf_info_form1295.htm)
Upon receipt of a completed Interested Parties Disclosure Form, Texas Ethics Commission
issues a Certification of Filing to the Business Entity and the Business Entity download and print
the Form 1295. An authorized agent of the business entity will need to sign the printed copy of
the form.
At the time of submission of the solicitation to the County, the Business Entity must submit the
completed Form 1295 with the Certification of Filing with their Proposal/Proposal (i.e.:
Proposal, RFP, rfq, soq, etc.) to the County.
