I. General Information
The Housing Authority of the City of Lanett, Alabama ("LHA") is soliciting competitive sealed
proposals from qualified firms, teams, or joint ventures to provide combined HUD Rental
Assistance Demonstration ("RAD") Capital Needs Assessment ("CNA") and environmental review
support services for LHA's converting public housing developments.
The selected contractor shall furnish all labor, supervision, professional services, travel, field
inspections, data collection, cost estimating, CNA e-Tool support, environmental due diligence,
radon coordination, report preparation, and related incidentals necessary to complete the services
in a form acceptable to LHA and HUD for RAD Financing Plan purposes.
This is a professional services procurement. LHA intends to award to the responsive and
responsible offeror whose proposal is determined to be most advantageous to LHA, considering
price and other evaluation factors stated in this RFP. LHA reserves the right to reject any or all
proposals, waive minor informalities, request clarifications, negotiate with one or more offerors,
and make award in the best interest of LHA.

II. Background and Project Context
LHA has received RAD CHAP awards dated February 26, 2026 for two public housing developments
proposed for conversion to Project-Based Rental Assistance ("PBRA"). Based on the current CHAP
information reflected in the source RFP, this combined procurement covers 362 dwelling units,
together with associated non-dwelling structures, building systems, site improvements, common
spaces, offices, maintenance areas, and grounds.

LHA seeks one coordinated consultant team capable of performing the CNA work and the
environmental review support work under one contract, whether through direct staff or clearly
identified subcontractors. LHA may, however, negotiate separate optional pricing for specialized
environmental testing or other supplemental services if that approach is more advantageous to
LHA.
Because this procurement supports RAD Financing Plan and related closing milestones, schedule
performance, quality control, and familiarity with HUD RAD, CNA e-Tool, HEROS, and
environmental review requirements are material considerations.
III. Procurement Goals and Participation
LHA encourages participation by small businesses, minority-owned businesses, women-owned
businesses, Section 3 businesses, and resident-serving firms to the maximum extent feasible.
* Offerors shall describe the outreach, teaming, subcontracting, and workforce strategies they will
use to support these participation goals.
* Offerors shall disclose all actual or potential organizational conflicts of interest, including any
present or recent engagement that could impair the offeror's independence or objectivity.
* Offerors shall identify all subcontractors proposed for CNA, environmental, radon, hazardous
materials, accessibility, cost-estimating, or other specialized services.
IV. Scope of Services / Statement of Needs
LHA requires a combined professional services package that addresses both the physical capital
planning and the environmental review needs associated with the covered RAD conversions.
* RAD CNA services, including inspection planning, field inspections, component inventories,
estimated useful life / remaining useful life analysis, repair and replacement cost estimates,
reserve for replacement scheduling, photo documentation, narrative findings, and CNA e-Tool-
compatible outputs.

* Environmental review support for HUD Part 50 review and HEROS submission, including
environmental document collection, review strategy, source documentation assembly, and
response support through HUD review.
* Phase I Environmental Site Assessment in conformance with current HUD requirements and
ASTM standards, including a vapor encroachment screen and all required questionnaires and
certifications.
* Coordination of radon review and testing requirements, and coordination or pricing for Phase II
investigation, asbestos, lead-based paint, accessibility scoping, noise, floodplain, wetlands,
historic preservation, and other specialized analyses if triggered by project conditions or HUD
review.
The contractor shall advise LHA early regarding any information gaps, schedule risks, access
constraints, environmental red flags, and potential choice-limiting activity concerns so that LHA
can manage the procurement and RAD timeline appropriately.
V. Pre-Proposal Conference and Questions
LHA may conduct a non-mandatory pre-proposal conference, virtual conference, and/or site walk.
Any such conference will be announced by written addendum or other written notice issued by
LHA.
All questions regarding this solicitation shall be submitted in writing to the point of contact no
later than April 30, 2026. LHA may issue written responses and addenda as it deems necessary.
Oral interpretations or clarifications shall not be binding.
Offerors are responsible for monitoring all issued addenda and for acknowledging receipt of
addenda in their proposals.
VI. Proposal Preparation and Submission Instructions
Offerors shall submit one signed original proposal, the number of copies stated in any addendum
or transmittal instructions, and one electronic copy in searchable PDF format unless LHA elects to
receive proposals electronically only.
The sealed package or electronic subject line shall clearly reference: "LHA-RFP-2026-01 - HUD RAD
CNA and Environmental Review Services." Proposals shall remain valid for not less than ninety
(90) days after the proposal due date.
At a minimum, each proposal shall contain the following:
* Cover letter identifying the offeror, principal office, authorized signatory, lead point of contact,
and all key subcontractors.
* Narrative demonstrating relevant experience with HUD RAD CNA work, CNA e-Tool submissions,
public housing or affordable housing capital needs assessments, and HUD environmental
review / HEROS support of similar scope.
* Resumes and qualifications of the proposed project manager, lead CNA assessor, environmental
professional, radon or hazardous materials specialists, and other key personnel.

VII. Evaluation and Award Criteria
Proposals determined to be responsive and responsible will be evaluated using the following

LHA may request interviews, oral presentations, clarifications, or best and final offers if deemed
necessary. LHA may make award without discussions if it determines that the best value is clear
from the initial submissions.
VIII. Deliverables, Schedule, and Coordination
The selected contractor shall coordinate closely with LHA and shall provide, at a minimum, the
following deliverables:
* Kickoff meeting and written data request.
* Inspection plan identifying proposed sampling, site coverage, access assumptions, and sequence
of work.
* Draft CNA report(s), cost schedules, reserve schedules, photographs, and CNA e-Tool data or
direct input support.
* Draft Phase I ESA report(s), including vapor encroachment screen, required questionnaires, and
identified recognized environmental conditions, if any.
* Radon testing coordination plan and/or radon deliverables, to the extent included in the base or
separately authorized scope.
* Draft environmental review support package for HUD Part 50 / HEROS submission, including
supporting source documents reasonably requested by LHA or HUD.
* One consolidated revision cycle addressing LHA comments on draft deliverables.
* Final deliverables in searchable PDF and native editable formats reasonably requested by LHA,
plus Excel schedules for major component and pricing data.
* Optional Phase II scope, report, or testing plan only if authorized in writing by LHA.
Time is of the essence. Offerors shall propose the number of calendar days needed to complete
draft and final work after notice to proceed. LHA expects the consultant to mobilize promptly and
to maintain adequate staffing to meet RAD transaction deadlines.
The contractor shall coordinate resident access with LHA and shall take reasonable steps to
minimize disruption to occupied units while still achieving required inspection coverage.

IX. General Terms and Conditions
All work products prepared under the contract shall become the property of LHA, subject only to
the contractor's rights in pre-existing proprietary tools, templates, or software.
The contractor shall comply with applicable federal, state, and local requirements, including HUD
procurement requirements, fair housing and civil rights requirements, confidentiality obligations,
record-retention requirements, and any applicable insurance, licensing, and professional
responsibility requirements.
LHA may require proof of current business licensure, insurance, debarment and suspension
certifications, and active SAM registration prior to award.
No subcontractor may be substituted without LHA's prior written approval. The prime contractor
shall remain fully responsible for the performance of the contract and all subcontracted work.
The final contract may incorporate the applicable current HUD clauses and forms by attachment or
by reference, including HUD-5369-B, HUD-5370-C, and other required certifications and contract
clauses.
X. Pricing Proposal Requirements
Offerors shall submit a detailed lump-sum cost proposal with separate pricing for each
development and for each major service component. Reimbursables should be stated clearly; LHA
prefers that routine travel, copying, and ordinary overhead be included in the fixed fee rather than
billed separately.
At a minimum, pricing shall identify the following:
* Base RAD CNA services - Jackson Heights
* Base RAD CNA services - Crystal Springs
* CNA e-Tool support / data entry assistance
* Phase I ESA / environmental review support / HEROS package
* Radon testing or radon coordination
* Optional Phase II investigation / intrusive testing
* Optional hazardous materials, lead-based paint, asbestos, or accessibility support
* Reimbursables (if any), with assumptions clearly stated
Attachment A - Detailed Scope of Work
1. Review CHAP letters, available unit inventories, site maps, prior inspection reports, work orders,
utility information, plans, and other background materials supplied by LHA.
2. Conduct a kickoff meeting with LHA to confirm project boundaries, non-dwelling structures,
access protocols, resident notification expectations, existing records, and schedule.
3. Prepare and submit a written field work plan and proposed unit sampling methodology for LHA
review. Unless otherwise approved by LHA and consistent with HUD requirements, the plan
shall inspect the required occupied-unit sample, 100 percent of vacant units made available, and
100 percent of identified accessible / Section 504 units made available.

4. Inspect 100 percent of site areas, building exteriors, common areas, community spaces, offices,
maintenance facilities, utility rooms, and reasonably accessible mechanical, electrical,
plumbing, structural, envelope, and other non-dwelling components associated with the
covered developments.
5. Prepare a component-level CNA identifying immediate needs, short-term needs, long-term
capital replacement needs, estimated useful life, remaining useful life, and replacement cost
assumptions for major systems and components.
6. Prepare annual reserve for replacement schedules and other capital planning schedules
reasonably required for RAD underwriting and Financing Plan support.
7. Document observed conditions with photographs and concise narrative findings sufficient to
support underwriting and LHA review.
8. Provide CNA data and outputs in formats acceptable to LHA and HUD, including CNA e-Tool-
compatible information and reasonable support for questions or revisions.
9. Perform or coordinate a Phase I Environmental Site Assessment for the covered project site(s) in
accordance with current HUD requirements and applicable ASTM standards, including a vapor
encroachment screen, completed user and owner questionnaires, and designation of HUD as an
authorized user where required.
10. Identify recognized environmental conditions, historical recognized environmental conditions,
controlled recognized environmental conditions, business environmental risks, and other
contamination-related concerns as applicable under the governing standard.
11. Identify additional environmental review items or studies likely to be required or advisable for
HUD Part 50 / HEROS review, including radon, asbestos, lead-based paint, noise, floodplain,
wetlands, historic preservation, or other issue areas based on the project scope and site
conditions.
12. Coordinate or price radon testing and related deliverables consistent with the applicable HUD
environmental review pathway and project scope.
13. Prepare a draft environmental review support package for LHA's use in HEROS, including
reasonably requested source documentation, narrative summaries, and issue tracking.
14. Participate in review meetings with LHA and respond to one consolidated round of comments
on draft deliverables.
15. Provide final searchable PDF deliverables and native editable supporting schedules or forms
reasonably requested by LHA.
16. Provide optional Phase II investigation planning, sampling, testing, or reporting only if
authorized in writing by LHA.
Optional services may include additional unit inspections, accessibility scoping, detailed cost-
estimating support, utility metering schedules, hazardous materials surveys, additional HEROS
support, attendance at HUD or closing calls, or other transaction-related technical assistance
specifically authorized by LHA.
