I. General Information
The Housing Authority of the City of Lanett, Alabama ("LHA") is soliciting competitive sealed
proposals from qualified firms, teams, or joint ventures to provide combined HUD Rental
Assistance Demonstration ("RAD") Capital Needs Assessment ("CNA") and environmental review
support services for LHA's converting public housing developments.
The selected contractor shall furnish all labor, supervision, professional services, travel, field
inspections, data collection, cost estimating, CNA e-Tool support, environmental due diligence,
radon coordination, report preparation, and related incidentals necessary to complete the services
in a form acceptable to LHA and HUD for RAD Financing Plan purposes.
This is a professional services procurement. LHA intends to award to the responsive and
responsible offeror whose proposal is determined to be most advantageous to LHA, considering
price and other evaluation factors stated in this RFP. LHA reserves the right to reject any or all
proposals, waive minor informalities, request clarifications, negotiate with one or more offerors,
and make award in the best interest of LHA.

II. Background and Project Context
LHA has received RAD CHAP awards dated February 26, 2026 for two public housing developments
proposed for conversion to Project-Based Rental Assistance ("PBRA"). Based on the current CHAP
information reflected in the source RFP, this combined procurement covers 362 dwelling units,
together with associated non-dwelling structures, building systems, site improvements, common
spaces, offices, maintenance areas, and grounds.

LHA seeks one coordinated consultant team capable of performing the CNA work and the
environmental review support work under one contract, whether through direct staff or clearly
identified subcontractors. LHA may, however, negotiate separate optional pricing for specialized
environmental testing or other supplemental services if that approach is more advantageous to
LHA.
Because this procurement supports RAD Financing Plan and related closing milestones, schedule
performance, quality control, and familiarity with HUD RAD, CNA e-Tool, HEROS, and
environmental review requirements are material considerations.
III. Procurement Goals and Participation
LHA encourages participation by small businesses, minority-owned businesses, women-owned
businesses, Section 3 businesses, and resident-serving firms to the maximum extent feasible.
• Offerors shall describe the outreach, teaming, subcontracting, and workforce strategies they will
use to support these participation goals.
• Offerors shall disclose all actual or potential organizational conflicts of interest, including any
present or recent engagement that could impair the offeror's independence or objectivity.
• Offerors shall identify all subcontractors proposed for CNA, environmental, radon, hazardous
materials, accessibility, cost-estimating, or other specialized services.
IV. Scope of Services / Statement of Needs
LHA requires a combined professional services package that addresses both the physical capital
planning and the environmental review needs associated with the covered RAD conversions.
• RAD CNA services, including inspection planning, field inspections, component inventories,
estimated useful life / remaining useful life analysis, repair and replacement cost estimates,
reserve for replacement scheduling, photo documentation, narrative findings, and CNA e-Tool-
compatible outputs.

• Environmental review support for HUD Part 50 review and HEROS submission, including
environmental document collection, review strategy, source documentation assembly, and
response support through HUD review.
• Phase I Environmental Site Assessment in conformance with current HUD requirements and
ASTM standards, including a vapor encroachment screen and all required questionnaires and
certifications.
• Coordination of radon review and testing requirements, and coordination or pricing for Phase II
investigation, asbestos, lead-based paint, accessibility scoping, noise, floodplain, wetlands,
historic preservation, and other specialized analyses if triggered by project conditions or HUD
review.
The contractor shall advise LHA early regarding any information gaps, schedule risks, access
constraints, environmental red flags, and potential choice-limiting activity concerns so that LHA
can manage the procurement and RAD timeline appropriately.
V. Pre-Proposal Conference and Questions
LHA may conduct a non-mandatory pre-proposal conference, virtual conference, and/or site walk.
Any such conference will be announced by written addendum or other written notice issued by
LHA.
All questions regarding this solicitation shall be submitted in writing to the point of contact no
later than April 30, 2026. LHA may issue written responses and addenda as it deems necessary.
Oral interpretations or clarifications shall not be binding.
Offerors are responsible for monitoring all issued addenda and for acknowledging receipt of
addenda in their proposals.
VI. Proposal Preparation and Submission Instructions
Offerors shall submit one signed original proposal, the number of copies stated in any addendum
or transmittal instructions, and one electronic copy in searchable PDF format unless LHA elects to
receive proposals electronically only.
The sealed package or electronic subject line shall clearly reference: "LHA-RFP-2026-01 - HUD RAD
CNA and Environmental Review Services." Proposals shall remain valid for not less than ninety
(90) days after the proposal due date.
At a minimum, each proposal shall contain the following:
• Cover letter identifying the offeror, principal office, authorized signatory, lead point of contact,
and all key subcontractors.
• Narrative demonstrating relevant experience with HUD RAD CNA work, CNA e-Tool submissions,
public housing or affordable housing capital needs assessments, and HUD environmental
review / HEROS support of similar scope.
• Resumes and qualifications of the proposed project manager, lead CNA assessor, environmental
professional, radon or hazardous materials specialists, and other key personnel.

• A technical approach describing records review, unit sampling, treatment of vacant units,
treatment of accessible / Section 504 units, field inspection methodology, cost-estimating
assumptions, quality control procedures, and coordination with LHA staff and residents.
• An environmental approach describing proposed Phase I methodology, assumed scope of HEROS
/ Part 50 support, proposed handling of radon and contamination issues, and identification of
optional services that may require separate authorization.
• Detailed project schedule from notice to proceed through draft and final deliverables.
• At least three comparable references, preferably PHAs, RAD owners, or affordable housing
clients for whom the offeror performed similar CNA and/or environmental review services.
• Evidence of licensing, insurance, professional registrations or certifications, and organizational
capacity to perform the work.
• Completed pricing proposal and required certifications/forms.
