RFP #HSA016 - Family Finding, Engagement, and Support Services

The San Joaquin County Human Services Agency (HSA) is soliciting proposals to provide Family Finding, Engagement and Support services to San Joaquin County for the term of June 1, 2024, through June 30, 2025, with an option to extend for up to three (3) years. The goal of this Request for Proposal (RFP) is to identify and fund one (1) qualified provider that has interest, experience, and expertise in providing Family Finding, Engagement and Support services. These services and supports refers to a collection of strategies that help locate and engage family and non-related extended family members (NREFMs) for children who enter foster care. The intention of Family Finding, Engagement and Support is to offer lifelong quality connections between foster youth and the most appropriate, stable, family or NREFM, and to help build or maintain the youths’ family support network. Furthermore, the goal is to place with relatives or NREFMs when foster youth are unable to remain in the home of their parents/guardians. The successful proposer will be expected to execute all efforts to locate family and NREFMs; as well as provide culturally sensitive knowledge, training, and support to those located. Once relatives or NREFMs are located, the successful proposer will facilitate the social engagement of foster youth and new identified family members. These efforts are essential to ensure foster youth experience a safe, healthy, nurturing, and supportive environment while developing a sense of belonging.
