1.0 Intent
The City of Danville is seeking qualified consultants to provide on-call technical assistance
and programmatic advice to support its Housing and Urban Development (HUD)-funded and
similar affordable housing programs. The selected firm will deliver ongoing, as-needed
consulting services to help ensure regulatory compliance and successful implementation of
the City’s housing initiatives.

2.0 SCOPE OF WORK / STATEMENT OF NEEDS
The selected Consultant will provide on-call, as-needed technical assistance and
programmatic advice to support the City of Danville’s HOME Investment Partnerships
Program (HOME), other HUD-funded programs, and similar affordable housing initiatives.
Minimum expectations for services include:

1. Ongoing Program Support: Deliver timely consultation to address regulatory,
compliance, and programmatic needs for City-managed affordable housing efforts,
including participation in meetings (remote or in-person, as requested) with designated
City staff, stakeholders, or partners.
2. Document and Project Review: Evaluate program or project-specific documents,
review prior and proposed projects for regulatory compliance and best practice
alignment, and assist City staff with technical guidance for program management.
3. Compliance and Risk Advisory: Advise on issues impacting compliance with HUD
or similar program rules, assist in resolving technical or procedural concerns, and
provide recommendations to minimize risks affecting program funding or delivery.
4. Investment and Underwriting Support: Provide analysis and support in underwriting
and negotiating investments in affordable housing projects, including documentation
review and technical assistance required for project approval or implementation.
5. Collaborative Work Approach: Work in direct coordination with the City’s designated
point of contact, respond to formal requests for service, and maintain availability for
both remote and on-site consultation when needed by the City. All correspondence,
deliverables, and recommendations shall be aligned with City objectives and regulatory

6. Additional Tasks as Needed: Perform other related consulting tasks within the scope
of HUD-funded program administration, community development, and affordable
housing project support as requested by the City during the contract term.
The Consultant is expected to demonstrate experience with affordable housing program
management, regulatory compliance, and technical assistance, and to work collaboratively
with City teams to achieve successful outcomes throughout the contract period.
Proposals shall include at least three (3) project references completed by the offeror within
the last three (3) years prior to proposal submission date. The project references should
include a current point of contact name and contact information (phone and email) that can
be contacted by the City, if desired.
3.0 SUPPLEMENTAL GENERAL CONDITIONS

3.2 Award:

A selection committee shall review and evaluate the proposals submitted. After
each proposal has been evaluated in accordance with the criteria established in the
RFP, short-listing procedures will narrow the list of firms to the best qualified firms.
These firms may then be invited to an interview, at which time each will be expected
to conduct a presentation on their proposal and to answer the questions of the
selection committee. The committee reserves the right to select the best qualified
firm(s) without conducting an interview.
The City reserves the right to reject any proposals submitted, to cancel the
solicitation, and to waive any informalities in proposals. The right is also reserved
to award the contract where it appears to be in the best interest of the City of
Danville. The right is also reserved to negotiate with multiple firms. The City is not
responsible for reimbursement of any costs associated with work undertaken by
the firm to respond to this RFP.
Award of the contract resulting from this Request for Proposal will be made to the
responsible offeror whose proposal is determined to represent the best value to the
City. The determination of best value will be based on the City’s comprehensive
evaluation of all proposals received, using the criteria established in this solicitation,
including but not limited to qualifications, alignment with City and HUD project
goals, references, technical approach, responsiveness, and proposed price.
The City reserves the right to conduct multiple evaluations of the proposals under
consideration based on information it gains over the course of the RFP process,
including interviews, if conducted and negotiation outcomes with any offeror so
selected.

3.4 Authority:
A. The Director of Purchasing as the designee of the City Manager has the sole
responsibility and authority for negotiating, placing, and when necessary modifying
each and every request for proposal, purchase order or other award issued by the
City of Danville. In the discharge of these responsibilities, the Director of
Purchasing may be assisted by assigned buyers. No other City officer or employee
is authorized to order supplies or services, enter into purchase negotiations, or in
any way obligate the government of the City of Danville for any indebtedness. Any
purchases contrary to these provisions and authorities shall be void and the City
shall not be bound thereby.
B. This procurement process, including withdrawal of Proposals and appeal or
protests, is governed by the "PROCUREMENT CODE OF THE CITY OF
DANVILLE, VIRGINIA". Copies of the Procurement Code may be obtained by
writing the City of Danville Purchasing Department, 427 Patton St. Room 304,
Danville, Virginia 24541 and by downloading from the City’s website, Finance
Department, Purchasing Division. The City of Danville does not discriminate

3.5 Method of Proposal Submission:
A. Proposals will not be accepted both electronically and on paper. Each offeror must
choose only one method of submission to avoid any confusion or duplication of
