2021- 2029 Housing Element Update

The City of Hermosa Beach is providing the following responses to questions for RFP 20-03: 2021-2029 Housing Element Update.

Q: How does Hermosa Beach plan to comply with the State requirement to update the Safety Element? Should our RFP response include a scope for this update?

A: The Safety Element Update is not part of this project.

Q: The RFP states that the Certification by October 2021; however, the State requirement is the element must be adopted within 120 days from the October 2021 deadline. Is the City open to flexibility on the timeline?

A: Yes.

Q: How do you envision the timing of your planned Zoning Ordinance update with the Housing Element update, given the potential for policy and zoning changes that may be necessary to comply with the RHNA?

A: The City will coordinate with our zoning ordinance update consultants to incorporate any necessary changes to comply with the RHNA.

Q: Are you able to provide the most recent Housing Element Annual Progress Report?

A: The most recent Annual Progress Report can be found at: https://www.hermosabeach.gov/our-government/community- development/programs-projects-plans/-fsiteid-1

Q: Has the City started preparing a property analysis through GIS or other method to begin identifying potential parcels for the Suitable Sites Inventory?

A: No.

Q: Is the visioning summary report envisioned as a separate document outside of the Housing Element?

A: The City is open to all methods for providing the visioning summary report.

Q: Is the City applying for a LEAP Grant? If so, can you provide any information about the projects that the grant would fund?

A: Yes, the City has applied for a LEAP grant. The grant funds will supplement the 2021-2029 Housing Element Update budget.

Q: What is the City’s allocated budget (or range) for the Housing Element effort? What are the funding sources for the project?

We are not releasing the budget at this time.

Q: Can the proposer define/clarify additional expected roles and responsibilities of City staff, for example preparation of staff reports?

A: Yes.
