To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in American Rescue Plan (ARP) funds to be administered through HOME to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations.
The City of Binghamton is requesting proposals for projects using these funds for the Development of Affordable Rental Housing, Tenant Based Rental Assistance (TBRA) and Supportive Services. Applicants can request funds to carry out one or more of these activities, using the information provided within this Request for Proposals (RFP).
RFPs need to be received by the Board of Contract and Supply, City of Binghamton, City Hall, 2 nd Floor, 38 Hawley Street, Binghamton, New York, 13901, by 10:30am on Wednesday, September 17, 2025. Submittals will be publicly opened and read aloud at the 11:00am meeting for:
HOME-American Rescue Plan Program (HOME-ARP) ProjectsPlease note: the total grant amount is $1,902,643.00. Applicants should read the HUD Notice , and the complete RFP Application closely, then use the forms and budget tables to develop and submit your request for HOME-ARP funds for one or more of HUD defined Eligible Activities for HUD defined Qualifying Populations.
Applicants will be asked to include a letter describing your HOME-ARP funding request and summarizing your proposed project or program, the completed application, budget tables and all listed additional information. An authorized representative of the organization who has the legal authority to enter into an agreement with the City of Binghamton must sign all documents.
Selected proposals will be funded on a reimbursable basis by submitting paid invoices for Eligible Activity related expenses along with any required reports. Eligible expenses can include operation and administration costs for program services, acquisition costs, construction hard and soft costs, and developer fees. All funds must be fully expended (invoiced and disbursed) by September 30, 2030.
Email deliveries, mail deliveries and in-person proposals will be accepted until 10:30am on Wednesday, September 17, 2025. Please note proposals that are incomplete, lack required attachments, or proposals submitted after the published deadline may not be considered for funding.
