The City reserves the right to evaluate all bids, to reject any or all bids and re-bid at a later date. The City may waive any irregularities in the bid or negotiate variances from specifications and make awards that are in the best interests of the City. The City will have final decision in all matters regarding acceptance of bids and issuance of awards.

The City is interested in obtaining the services of a consulting firm to conduct a Health Department performance management and operational assessment to determine possible enhancements to processes in order to improve: public health program delivery and development, research potential needs, quality program best practices and opportunities, and related activities within City operations. The City is interested in a qualified firm capable of evaluating the efficiency and effectiveness of the Health Department’s performance and programs, operational activities, and functions and the compliance with applicable State and Federal laws, local ordinances, and City policies and procedures; and assess the appropriateness of established goals and objectives, strategies, and plans to accomplish such goals and objectives. The scope of the assessment includes all of the impacted Health Department programs, activities, and functions. Previous experience with public sector agencies, specifically Public Health Department Operations, is required. Familiarity with Public Health Accreditation Board (PHAB) accreditation processes is preferred. The selected consultant will provide data, documentation, and recommendations to the City Manager’s Office, in conjunction with an internal employee work group, on the assessment of the business development processes that is discussed further in this request for proposal.
