RFP-02-023 - Grove Street Neighborhood Plan Implementation

The City of Healdsburg (City) desires to improve Grove Street for bicycle and pedestrian users while reducing vehicle speeds between Grant Street and Dry Creek Road.

To achieve this goal the City is seeking a qualified consultant with relevant experience and knowledge to, prepare preliminary plans, environmental and right-of-way documents, and final plans, specifications, and estimate (PS&E) for the desired improvements. The City intends to release the completed and approved engineered construction drawings and project specifications for the purpose of soliciting bids to construct the project in early 2025.

The project will be administered in accordance with the Caltrans Local Assistance Procedures Manual (LAPM) and environmental clearance shall comply with CEQA and NEPA requirements, as applicable. Consultant experience with federal aid projects and Caltrans procedures is essential.
