The Kenton County Airport Board ("KCAB") is soliciting proposals for a qualified firm to provide Group Health Insurance Agent and Employee Benefits Consulting Services at the Cincinnati/Northern Kentucky International Airport ("CVG"), requiring a strong focus on long‑term strategic planning and data‑driven decision‑making. The selected firm ("Agent") will partner with the airport to evaluate current benefit and wellness programs, identify opportunities for improvement, and develop a sustainable benefits strategy that aligns with organizational priorities and emerging market trends. The Agent will deliver comprehensive reporting, benchmarking, and analytics to support informed decision‑making, including insights on plan performance, cost drivers, carrier effectiveness, and industry best practices. Additional responsibilities include supporting regulatory compliance, monitoring key deadlines, and providing guidance throughout benefits administration and contract negotiations. KCAB employs approximately 450 full-time employees and provides a self-funded health plan that includes medical, pharmacy benefit management (PBM), and stop loss insurance coverage for eligible employees and their dependents. KCAB also offers dental insurance and employer paid basic life, AD&D, and long-term disability (LTD) benefits. Additional voluntary benefits include vision insurance, voluntary life insurance, lifestyle spending accounts and an independent wellness program. KCAB’s current wellness program is a participatory, activity-based model designed to promote employee health and wellbeing. KCAB contracts with external vendors to deliver services and administer components of the wellness program. Vendors responding to this RFP should be prepared to support a comprehensive, employee focused program within this structure.

REQUEST FOR PROPOSAL 26-006-RFP
Pursuant to the provisions of KRS 183.142 and KRS 424.260, the Kenton County Airport
Board (“KCAB”) will receive proposals for Group Health Insurance Agent and Employee
Benefits Consulting Services at the Cincinnati/Northern Kentucky Int’l Airport (“CVG”).
Proposals must be received by Thursday, March 26, 2026, at 2:00 pm. No proposals will be
accepted after that time unless such date or time is extended pursuant to an addendum
issued by KCAB.
KCAB reserves the right to waive any informality or irregularity in any proposal or bid
guaranty, to reject any or all proposals, to award or refrain from awarding a contract for the
work, and to negotiate with the apparent qualified responsible proposer to such extent as
may be beneficial to KCAB.
Preference for Kentucky resident bidders will be applied in accordance with Kentucky law.
KCAB in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat.
252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it
will affirmatively ensure that any contract entered into pursuant to this advertisement,
disadvantaged business enterprises will be afforded full and fair opportunity to submit bids
in response to this invitation and will not be discriminated against on the grounds of race,
color, or national origin in consideration for an award.
