Tennessee Development District Act of 1965 and further empowered by Title 64, Chapter 7, Part 1, Tennessee
Code Annotated, as amended. GNRC is an association of local governments charged with convening local and
state leaders for the purposes of planning and programming state and federal investments into a range of social
services and public infrastructure projects.
GNRC serves as the region’s state and federally recognized Area Agency on Aging and Disability (AAAD),
Economic Development District (EDD) and administers the Metropolitan Planning Organization (MPO) on behalf

About this Solicitation
GNRC has been awarded an Installation Readiness Program grant by the Office of Local Defense Community
Cooperation (OLDCC) of the U.S. Department of Defense. The program helps states and communities work with
local military installations to address civilian encroachment or threats to installation readiness that could impact
the military's operations and mission. GNRC is seeking proposals from firms and/or individuals capable of
providing land use planning and community outreach assistance as it develops a Land Use Compatibility and
Encroachment Study for the Fort Campbell military installation located on the Tennessee and Kentucky border.
The maximum budget for all consultant assistance procured through this RFP will not exceed $348,480.

Section 1. Project Background
1.1 About the GNRC
The Greater Nashville Regional Council (GNRC) is a public body corporate and politic established by the
Tennessee Development District Act of 1965 and further empowered by Title 64, Chapter 7, Part 1, Tennessee
Code Annotated, as amended. GNRC operates as a non-profit association of local governments to convene local
and state leaders for the purposes of planning and programming state and federal investments into a range of
social services and public infrastructure projects. The organization is co-owned and operated by the 13 county
governments and 52 municipal governments that are represented on the Regional Council body. The Regional
Council voting membership includes all city and county mayors across its footprint, county appointments to
represent local business, county appointments to represent social equity and inclusion, and 2 members of the
TN General Assembly.

the military's operations and mission. GNRC is seeking proposals from firms and/or individuals capable of

1.3 Project Goals
The goal of the Land Use Compatibility Study is to encourage local governments, regional planning organizations
(e.g., GNRC, Pennyrile Area Development District), and other local and state partners to work closely with the
Fort Campbell military installation to implement measures that prevent incompatible civilian development that
may impair the continued operational utility of the military, and to preserve and protect the public health,
safety, and welfare of those living near an active military site.
The process is intended to increase public awareness of the military mission and its contribution to the regional
economy and to protect and preserve military readiness and lethality while supporting continued community
economic development.
This study will continue the cooperation of the Fort Campbell Joint Land Use Study Partnership formed during a
prior study (Exhibit B). Since the completion of the Joint Land Use Study in 2009, rapid population growth,
increased use of Unmanned Aircraft Systems (UAS) and fixed-wing aircraft, and incompatible development
pressure near the installation have exceeded the projected scope of the Study. A planned runway extension at
Sabre Army Airfield was the impetus which led the Fort Campbell Army Garrison Commander to seek Office of
Local Defense Community Cooperation assistance, culminating in the collaboration with the GNRC to serve as
the lead agency for this study.

This effort seeks to update the 2009 study by incorporating considerations from recent growth and local plans
developed by communities located adjacent to Fort Campbell. from the local planning efforts communities’ and
Fort Campbell’s plans, studies, and guidelines into a comprehensive analysis and guide for future planning. This
study will focus on identifying recommendations to achieve the following objectives:
• Promote compatibility of the built environment in adjacent communities
• Minimize encroachment from land uses and infrastructure development
• Coordinate planning for transportation and utilities infrastructure
• Foster collaboration and cost-sharing among the military, local governments, and implementing
agencies
1.4 Study Area
Fort Campbell is situated on the Tennessee and Kentucky state line. It is located about 60 miles northwest of
Nashville, Tennessee near the junction of Interstate 24 and US Highway 41. Four counties surround the 105,000-
acre installation, including Montgomery and Stewart counties in Tennessee and Christian County and Trigg
counties in Kentucky. These counties form the Clarksville TN-KY Metropolitan Statistical Area (MSA). Clarksville,
Tennessee, is the largest city in the study area and is adjacent to the installation. Clarksville is Tennessee’s fifth
largest city, and one of the fastest growing cities in the state. Montgomery County has become a major
transportation, industry, retail, and professional center in the state.
The jurisdictions included in this effort are the City of Hopkinsville (KY), City of Pembroke (KY), City of Oak Grove
(KY), Town of Cadiz (KY), City of LaFayette (KY), City of Clarksville (TN), Town of Dover (TN), Town of Cumberland
City (TN), Christian County (KY), Trigg County (KY), Montgomery County (TN), and Stewart County (TN).
The Area of Concern for the Fort Campbell Compatibility and Encroachment Study encompasses more than 1.4
million acres. The study area, represented in Exhibit A of this RFP, covers more than 255,000 acres beyond the
formal boundaries of the military installation. Each of the surrounding counties has 15-20% of their total land
area located within the Area of Concern, and thus potentially subject to operational impacts associated with the
military mission.
1.5 Project Timeline
The grant period began on September 1, 2025 and was followed by a project partners kickoff on October 3 to
review study goals and objectives. GNRC is seeking to have a consultant partner under contract no later than
April 1, 2026 and final approved deliverables in hand no later than January 29, 2027. The consultant’s period of
performance is expected to last approximately 10 months. The offeror should develop its proposed schedule to
align with those milestones indicating any concerns with the scheduling requirements of the grant as part the
RFP response.
