RFP for Sewage Enforcement Officer (SEO)

Project Description: Robeson Township, Berks County, Pennsylvania is requesting proposals for a Sewage Enforcement Officer (SEO) to manage the on-lot sewage program, which includes: • Permitting: SEOs manage the permitting program for individual and community on-lot disposal systems. They approve or deny applications for on-lot disposal system (OLDS) permits. • Testing: SEOs perform soil profile and percolation testing. • Inspections: SEOs inspect septic systems to ensure they are functioning properly. • Liaison: SEOs act as liaisons between property owners and local agencies. • Planning: SEOs review and approve planning modules for new land developments and subdividing properties. • Advisement: SEOs advise property owners on sewage disposal system options. • Construction: SEOs prepare system construction plans and paperwork.
