The County of Coweta, Georgia invites qualified firms to submit proposals for approximately 300 to 325 miles of Vegetative Roadside Management for Chemical Mowing.

Scope:

  • The specification, bid sheets and conditions are attached.
  • Vendors that submit a proposal may request to be present at opening or will be notified at a later date of the bid results. All proposals must be submitted to the Coweta County Road Department, Attention: Ryan Phillips, Director, 70 Selt Road, Newnan, Georgia 30263. Any proposals submitted after the time and date specified, or submitted in a manner other than that which is specified, will not be accepted. Vendor shall submit completed immigration compliance forms O.C.G.A. § 50-36-1(3) (2) Affidavit and Contractor Affidavit under O.C.G.A. §13-10-91(b) (1)
  • Proposals shall be submitted on or before, February 26, 2024, by 1:45 PM. This is a sealed bid and the outside of the envelope should be clearly marked “2024 ROADSIDE VEGETATIVE MANAGEMENT CHEMICAL MOWING PROPOSAL”. Bids will be opened and read aloud at 2:00 PM at the Coweta County Commission Chambers located at 37 Perry Street.

Other Matters:

  • Invoices should be mailed to Coweta County Public Works, 70 Selt Road, Newnan, Georgia 30263.
  • The County’s staff contact person is Ryan Phillips.
    The Coweta County Board of Commissioners reserves the right to reject any and all bids.

1.0 Scope of Work
1.1 The application of specific herbicides on roadside to control and/or inhibit growth and seed
head formation of weeds, fescue, and Bahia grass in order to reduce mowing and trimming
requirements while allowing for Bermuda grass release. The goal is to keep the overall height
of the grass to 8-12 inches or less. A no-brown out program is required.
2.0 Areas to Be Treated
2.1 Paved roadsides
2.2 Specific for Coweta County -
Spraying approximately 300 to 325 miles of paved roads. 15’-0” from edge of the pavement on
both sides of the road.
3.0 Timing of Herbicide Applications

5.0 Application Equipment
5.1 Paved roads - must be able to spray up to 15 ft. horizontally as well as 10-15 ft. vertically from
the edge of the pavement using a chemical injection system. No herbicides are to be mixed in
the water tank only drift control agent and surfactant. The sprayer will inject herbicides into
spray stream, and be adjusted for speed and swath variance by computer controller, such as a
Tasc6300 made by Mid-tech, a radar mounted on the bed of the required to convey travel
speed to the computer. Computer must tabulate acres sprayed, herbicide applied in fluid
ounce and distance traveled. Spray rig must be truck mounted, must use boomless spray
nozzles, and be able to spray at 10 M.P.H. or faster. Truck sprayer must be 1,000 gallons or
larger. Spray apparatus must have been in use for at least one year. Equipment must be able
to pull water from a fire hydrant, and having a backwash preventive system (air gap) in place.
5.2
Contractor’s spray equipment must be inspected and approved by Coweta County Water
Authority before removing water from County water system prior to each round. Water
Department also asks for a Deposit.

6.0 Regulations
6.1 Contractor must maintain $1,000,000.00 liability insurance along with Workers Compensation
and present certificates of insurance with bid proposal. A Performance Bond will be required
for the total amount of the contract. (Approved Contractor only.)
6.2 Contractor must provide a minimum of three (3) references of previous roadside work.
6.3 Contractor must submit completed Contractors Affidavit and Agreement that complies with
O.C.G.A.13-10-91.
6.4 Contractor must comply with OSHA, EPA AND State Department of Agriculture regulations and
standards.
6.5 Contractor must have a current Georgia pesticides contractor’s license and have had one for at
least one (1) year prior to submitting a bid proposal. A hard copy of these licenses must be
submitted with bid proposal.
6.6 Herbicide applicator must provide herbicide label and MSDS to the Road Superintendent prior
to each application round. Superintendent will inspect spray tank and herbicide containers
prior to each round.
6.7 Herbicide manager must have a least five years’ experience in herbicide application, and be
currently licensed in the category of Turf and Ornamentals Aquatics and Right-of-Way
management. Copies of licenses must be submitted with bid proposal.
6.8 The herbicide applicator must have at least three (3) years’ experience with Public Road right of
way herbicide application.
6.9 The herbicide applicator must have a valid Commercial Driver’s License with hazardous material
endorsement, and a current State of Georgia Applicators licenses. A copy of the licenses must
be submitted with bid proposal.
6.10 Contractor will contact Road Department each day to give a list of roads that have been
sprayed the previous day.
6.11 Contractor will let Road Department know location and amount of water removed from County
water system daily.
6.12 Applicator shall keep a daily log and note the route, date, applicator’s name, herbicide used,
weather conditions, and amount of water used, and submitted to the County upon completion
of each application round.
7.0 Safety
7.1 Roadside Contractor shall keep at least two strobe orange lights or an orange flashing arrow
board in operation while vehicle is spraying.
7.2 Contractor shall have a chemical spill plan, and the spray truck will have spill cleanup kit on
board.
7.3 If wind is greater than 10-15 M.P.H., and/or rainfall within 6 hours before or after spraying,
spraying must cease until weather conditions are more favorable.
7.4 Contractor to be fully responsible for chemical storage, handling and container disposal.
7.5 Contractor to be fully responsible for any damage as a result of offsite drift to any dominate
perennial grass.
