RFP for Registrar and Paying Agent Services

The Treasurer of the State of Connecticut (“State”) is soliciting proposals for registrar and paying agent (“Registrar and Paying Agent”) services (“Services”) to the State for its General Obligation bonding and other programs as needed as described herein (“GO Program”). As more fully described herein, respondents (“Respondents”) may submit proposals in order to be considered for selection by the State through this RFP process. The Registrar and Paying Agent authenticates newly issued bonds, maintains permanent records of all registered holders of the bonds (“Bondholder”), and makes payment of debt service to registered bondholders. All outstanding bonds are, and it is anticipated that all future bonds will be, Book Entry Only, with the Depository Trust Company (DTC), or other depository that may be desired by the market.
