ADVERTISEMENT
Eugene School District 4J (“District”) is seeking proposals from qualified and authorized
Automated Logic Corporation (ALC) Direct Digital Control (DDC) contractors to establish a
contract to provide maintenance, repair, expansion, design, programming, installation, start-up,
and warranty services for ALC systems located throughout the District.
Request for Proposal (RFP) documents may be obtained on the District’s website at
https://www.4j.lane.edu/bids. Submitters must check the District website for all current solicitation
documents and any potential addenda. Submittals are due January 22, 2026 by 2PM. Proposals
must be received by the date and time indicated above via email Attn: Belinda Wilton, at
wilton@4j.lane.edu. Proposals received after the designated time and date will not be considered.
Proposers are required to certify non-discrimination in employment practices, and identify resident
status as defined in ORS 279A.120. These forms are included in this document and must be
returned with your proposal.
Pre-qualification of proposers is not required. All proposers are required to comply with the
provisions of Oregon Revised Statutes and the District Board Policy. Attention is directed to ORS
244, Government Ethics; ORS 279A and 279B, Public Contracts and Purchasing and State of
Oregon Department of Justice Attorney General’s Model Public Contract Rules Manual.
The District reserves the right, without prejudice, to reject any or all Submittals for good cause, if
it is determined to be in the best interest of the District, or for non-conformance with public
contracting procedures. All Submitters are required to comply with Oregon Revised Statutes and
District Board Policy. Submittals will not be accepted from Submitters who fail to certify to non-
discrimination in employment practices or identify resident status.
School District 4J reserves the right:
(1) to reject any or all proposals not in compliance with public proposal procedures.
(2) to postpone award of the contract for a period not to exceed ninety (90) days from date of
proposal opening.
(3) to waive informalities in the proposal.
(4) to select the proposal which appears to be in the best interest of the District.
(5) to cancel the procurement.

PART 1
STATEMENT OF WORK
1. PURPOSE OF RFP
Eugene School District 4J (“District”) is seeking proposals from qualified and authorized Automated
Logic Corporation (ALC) Direct Digital Control (DDC) contractors to establish a contract to provide
maintenance, repair, expansion, design, programming, installation, start-up, and warranty services for
ALC systems located throughout the District.
The District currently operates ALC systems in thirty-seven (37) District facilities. The selected
contractor will support Facilities Management in maintaining and enhancing these building automation
systems to optimize comfort, energy efficiency, and operational reliability.
2. SCOPE OF SERVICES
A. Preventative and corrective maintenance for existing ALC DDC systems
B. System troubleshooting, diagnostics, and repair
C. Design and installation of ALC controls for new or renovated facilities
D. Expansion of existing systems, including integration with other building systems
E. Support for ALC WebCTRL software
F. Department Staff Training on WebCTRL software for daily use and programming
G. Start-up, commissioning, and warranty support for all new installations
H. Programming, calibration, and configuration of ALC controllers and devices
I. Documentation and as-built updates for all system modifications
J. Emergency and after-hours service upon request
3. CONTRACTOR QUALIFICATIONS
A. Authorized Dealer – Proposer must be an authorized Automated Logic Corporation dealer with
full access to ALC software, tools, and replacement parts.
B. Experience – Minimum of five (5) years experience in installation and service of ALC control
systems, preferably in K–12 or institutional settings.
C. Response Time- Must be able to report for on-site needs within 24 hours of service request.
D. Personnel – Technicians and programmers assigned must hold appropriate ALC certifications
and demonstrate experience with WebCTRL platforms.

4. CONTRACT PERIOD
The contract shall be for a period of 12 months from the date of award with the possibility of four
(4) 12-month extensions. District estimate for annual expenditure with this contract ranges from
$25,000- $250,000.
5. GENERAL INFORMATION
The provision of the above service does not preclude the District from arranging for or using other
government agencies, service organizations, or the District’s own employees.
