Multiple Property Demolitions & Site Preparation
INTRODUCTION
The City of Rock Island is hereby requesting proposals from qualified contractors to
submit pricing for the demolition and site preparation of the following City-owned
properties:
* 902 11th Street (PIN 0734463002) - Commercial Building
* 1031 10th Avenue (PIN 0734463010) - Residential Building
* Three (3) adjacent vacant lots: 1015 10th Avenue (PIN 0734463005), 1019 10TH
Avenue (PIN 0734463006), & 1023 10th Avenue (PIN 0734463009)
SCOPE OF WORK
1. Pre-Demolition
* Attend a mandatory walk-through
* Obtain all permits, licenses, notifications, and approvals required to complete the work in
accordance with applicable federal, state, and local regulations.
* Complete all required asbestos abatement in accordance with applicable federal, state,
and local regulations, including NESHAP requirements, Illinois EPA notification
requirements, and any other required notices, permits, inspections, and documentation.
See the attached asbestos inspection reports.
* Disconnect electric and gas service coordinating with MidAmerican Energy Company
* Request final water meter reading and meter removal.
* Disconnect and terminate water service and sewer laterals at City main. All street
patching and work done in ROW is the responsibility of the awarded contractor.
2. Demolition
* Demolish all buildings in their entirety in accordance with all applicable federal, state,
and local regulations.
* Remove all below grade building elements.
3. Site Preparation:
* Remove all slab-on-grade paving and properly dispose of the material. Existing
approaches are to remain unless otherwise directed.
* Remove all trees, shrubs, brush, volunteer vegetation, stumps, and miscellaneous
debris from all project properties.
* Remove all fencing, accessory structures, and other site improvements from all project
properties.
4. Excavation and Compaction:
* Backfill all excavated areas with clean fill material. Aggregate shall measure no more
than four inches (4") in diameter.
* Compact the soil sufficiently in lifts to prevent future subsidence with one foot (1') of
topsoil covering the excavation area.
* Ensure compaction is uniform and even throughout the entire excavation area.
5. Site Grading and Topsoil:
* Grade all five properties to provide a uniform surface ensuring a smooth transition
between the demolition area and the rest of the site as well as all other parts of the site
that were disrupted.
* Eliminate depression and provide positive drainage.
* Seed the entire site with suitable turf grass.
* Leave the site in a clean, stabilized condition free of demolition debris, vegetation, trees,
and other obstructions.
MANDATORY WALK-THROUGH
A walk-through of the properties and site shall be required prior to submittal. A walk-through is
scheduled for Monday, July 27th 2026 at 9:00 am. Interested bidders should RSVP by emailing
osing.tanner@rigov.org before Friday, July 24th 2026 at 3:00 pm.
CONTENTS OF PROPOSAL
Responses must include a detailed explanation of the proposed services responding to the
scope of work, budget, and project timeline.
SUBMISSION OF PROPOSAL
Submissions must be received no later than August 4, 2026 at 4:00 PM. Proposals may be
delivered in person or sent via mail with a tracking service. All submissions must be in sealed
envelopes that include the following information on the outside cover:

AWARDING CONTRACTS
Proposals shall be reviewed for experience, previous work history, references, State Licenses,
State Registration, insurances, bonds, subcontractors, equipment owned, equipment rented,
operator experience, financial stability, and compatibility with the City's community and
economic development goals. The City at its sole discretion shall decide after a review which
respondent, if any, is successful. All bidding and award procedures undertaken by the City
regarding this project shall be consistent with the City's adopted procurement procedures.
Submitted proposals shall remain valid for 60 days after opening the proposals.
RESPONDENT RESPONSIBILITY
Respondents shall keep the process confidential. Each respondent shall be fully acquainted
with conditions relating to the scope of work, any current government regulations pertaining to
the work, and restrictions associated with acceptable execution of requested work. Failure or
omission of the respondent to acquaint themselves with conditions shall in no way relieve them
of any obligation with respect to their proposal or subsequent contract.
FEDERAL, STATE, AND LOCAL REPORTING COMPLIANCE
The respondent shall provide financial and programmatic information as required by the City of
Rock Island to comply with all Federal, State, and local law reporting requirements. The
respondent shall also adhere to all applicable Federal, State, and local regulations.
