RFP for Legal Services

Project Description: The South Central Transit Authority (SCTA) is seeking proposals for the performance of SCTA's legal services, both Solicitor/general counsel legal services and labor legal services, for a five (5) year agreement subject to annual review. The selected firm(s) will also provide Solicitor/general counsel legal services and labor legal services for the Berks Area Regional Transportation Authority (BARTA) and the Red Rose Transit Authority (RRTA) if and as needed.
Proposals will be accepted online electronically via PennBid (https://pennbid.bonfirehub.com) from qualified firms until 2:00 pm on Thursday January 02, 2025.
All proposals and agreements are subject to all applicable state and federal laws and to a financial assistance contract between SCTA, BARTA or RRTA and the U.S. Department of Transportation Federal Transit Administration and the Pennsylvania Department of Transportation.
Proposers will be required to comply with all applicable Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations and to certify they are not on the Comptroller General's list of ineligible contractors.
SCTA solicits and encourages disadvantaged business enterprise participation. DBE's shall be afforded full consideration of their response and will not be subject to discrimination.
SCTA reserves the right to postpone, to accept or reject any and all proposals, in whole or in part, or waive informalities as it deems to be in its best interest.
