RFP for Housing Coordinator

REQUEST FOR PROPOSALS

Electronic proposals for furnishing the following to the City of Cortez, Colorado will be received by the Director of Community and Economic Development, City Hall, 123 Roger Smith Avenue Cortez, Colorado 81321, until 11:00 AM, on Friday, December 19, 2025, at which time proposals will be publicly opened and read.

In order to help the City achieve its affordable housing goals as established through Proposition 123, the City is requesting proposals from qualified consultants for the contract position of Affordable and Workforce Housing Coordinator to implement the City’s Housing Action Plan, assess and implement a system to expedite the development review process for Affordable and Workforce Housing projects, and generally advance housing and Proposition 123 goals in Cortez (the “Project”). The Housing Coordinator is a grant-funded consultancy position, from February 1, 2026, through January 31, 2027.  An office for the consultant will be provided at City Hall.

An electronic copy of the proposal titled #PB-RFP-HC shall be submitted through the Rocky Mountain E-Purchasing System (RMEPS) portal at https://www.bidnetdirect.com/colorado and be received no later than 11:00 AM on Friday, December 19, 2025.

The City of Cortez reserves the right to waive any formality or any informality in the process of awarding a proposal. The City of Cortez reserves the right to accept any proposal, in whole or in part, and to reject any or all proposals if it be deemed in the best interest of the City to do so.
