The County’s Department of Housing (DOH), located in the County of San Mateo, has a unique structure that brings together a talented and dedicated staff from the Housing Authority of the County of San Mateo (HACSM) and the Housing and Community Development (HCD) program in addition to administrative and fiscal staff. Having the combined resources of HACSM’s federal funding structure and resources with HCD’s staff expertise in local, State, and HUD funding, this structure allows DOH to collaborate and create innovative housing programs. The department is led by Director, Raymond Hodges, Deputy Director, Rose Cade, and Housing Authority Executive Director, Debbie McIntyre, who guide a team working to provide housing opportunities in one of the least affordable housing markets in the United States.
DOH is seeking a qualified consultant to help develop the department’s five-year Strategic Plan. This Project will integrate existing Plans and Reports (HUD 5-Year Consolidated Plan/Annual Action Plans/CAPER, Housing Element/Annual Progress Report, the HACSM Admin Plan, and Moving To Work Annual Report) into a compelling vision with a roadmap for investing and focusing resources, staff capacity and creativity to guide DOH’s efforts to address affordable housing needs in San Mateo County over the next five years, commencing July 1, 2025. It will provide clear direction, encourage support to guide DOH’s decisions and accountability and to help measure the department’s success in meeting the Strategic Plan objectives. In addition to helping create the Strategic Plan, the consultant will help establish an online system for tracking DOH’s accomplishments and meet with staff regularly to review and track progress on DOH's goals and objectives.
DOH’s objective in issuing this Request for Proposals (RFP) is to identify and retain a qualified consultant to help develop the department’s five-year Strategic Plan. The Strategic Plan will be a guide for providing and preserving affordable housing options over the next five fiscal years commencing July 1, 2025, to meet the emerging diverse housing needs within the County, and will replace the existing Strategic Plan, which will end on June 30, 2025. The expected tasks and deliverables within the scope of work (“Scope of Work”) are summarized below.
