REQUEST FOR PROPOSALS
DESIGN AND ENGINEERING SERVICES
NW County Road 1500 Construction Project
1. PROJECT OVERVIEW
The City of Andrews is seeking qualified professional engineering firms to provide comprehensive
design and engineering services for the reconstruction/construction of approximately 1,245 linear
feet of roadway commonly known as NW County Road 1500. This project will include all aspects of
roadway design, engineering, drainage analysis and design, utility coordination, construction
management, and inspection services.
The timing of this project is contingent upon the construction of the United Supermarket to the south
and adjacent to NW County Road 1500. The current estimated timeline to complete the construction
of this road is May 1, 2026.
2. PROJECT SCOPE
The selected proposer will provide turn-key professional services for:
▪ Roadway Design & Engineering: Complete design of new road construction including
alignment, grading, pavement design, and cross-sections
▪ Drainage Design: Stormwater management, drainage structures, and erosion control
measures
▪ Utility Coordination: Coordination with existing and proposed utilities including water,
wastewater, gas, electricity, and telecommunications
▪ Construction Management: On-site project management and administration during
construction phase
▪ Construction Inspection: Full-time inspection services to ensure compliance with plans and
specifications
▪ Regulatory Compliance: Permits and compliance with state and local agencies
▪ Construction Documents: Preparation and development of construction documents,
technical specifications, and bid packages
3. PROPOSAL REQUIREMENTS
Proposals must address the following:
▪ Statement of interest and understanding of the project. The proposal should express the
firm's interest in the project and demonstrates a clear understanding of the project
requirements. The proposal must include contact information for the primary contact person
and bear an authorized signature from an individual with the authority to bind the firm
contractually.
▪ Proposer Qualifications and Experience. Demonstrate prior experience engineering and
designing municipal roadways in Texas. Provide verifiable example projects and references
(within the last 5 years). The project profile should include the scope and location of the
project, the project owner, the use and involvement level of any of the Key personnel
proposed on this project, and an owner reference for the project with contact information.
▪ Project Approach and Work Plan. The Proposer shall describe its specific Project approach to
provide the Services to deliver a high quality, on time and on budget Project.
▪ Project Team Qualifications. Proposers should provide detailed resumes for all key personnel,
including at minimum the Project Manager, Lead Design Engineer, Drainage Engineer,
Construction Manager, and Chief Inspector. Each resume should highlight relevant
professional licenses and certifications, and clearly define the role and responsibilities of each
team member on this specific project. The City is particularly interested in understanding the
availability and commitment level of proposed key personnel.
▪ Project Schedule. The schedule should identify critical path activities, clearly state any
assumptions and dependencies that underlie the proposed timeline, and provide proposed
completion dates for each major phase and deliverable.
▪ Cost proposal. The cost proposal should provide a lump sum fee for all services listed under
Project Scope. All fee proposals must remain valid for 180 days from the submission deadline
to allow adequate time for evaluation and contract negotiation.
▪ Proof of Insurance. Design professionals on the Project must be covered by professional
liability insurance in a coverage amount of not less than $1.0 million per occurrence and $2.0
million aggregate. Design professionals on the Project must be licensed / registered to
practice in the State of Texas.
▪ Required vendor forms (business license, W-9, Texas Ethics Commission Form CIQ)

Five (5) copies of the proposal must be received at the address above by 2:00 p.m. on Monday,
December 8, 2025. Submissions received after this time will not be considered. The proposal package
should be labeled: “NW County Road 1500 Design/Engineering RFP”. No faxed or emailed proposals
will be accepted.

5. SELECTION CRITERIA FOR RFQ
The City will score and rank all eligible respondents and will determine, in its sole discretion, the
respondent or respondents that are best qualified to perform the required services. The City reserves
the right to interview and/or request additional information from respondents submitting proposals.
The Proposal will be evaluated using the criteria and weighting indicated in the table below.

The City of Andrews reserves the right to reject any and all proposals, to waive minor irregularities in
any proposal, and to accept the proposal it considers most favorable to the City’s interest.
