1. Introduction
1.1. Background Information
The Washington County Public Works Department is issuing this request for proposals (RFP) to provide
permitting and engineering services for the County State Aid Highway (CSAH) 96 Guardrail and Drainage
Improvement Project.
The jurisdiction of Highway 96 was recently transferred from the Minnesota Department of Transportation
(MnDOT) to Washington County. Washington County will be leading a corridor study to help identity and
prioritize improvements to this 9-mile roadway in 2024. Prior to future corridor improvements being
programed within the County’s Capital Improvement Plan (CIP), there are immediate needs to repair aging
sections of guardrail, some with underlying drainage and stability issues.
Along CSAH 96, there are 19 sections of guardrail. Of the 19 sections, 2 were replaced in 2023, 10 sections
are in good to fair condition and will remain as is until address as part of the larger corridor project, and 7
have been identified for replacement. These seven sections will make up this guardrail improvement
project. An inventory and map of the guardrail sections can be found at the end of this RFP.
Guardrail sections #1, 2, 3, 4, 5, 11, and 12 are the seven sections to be replaced as part of this project. The
combined length of these sections are approximately 3,450 feet. To improve drainage, bituminous curb
should be added along guardrail sections #2-4. In addition, to replace guardrail section #5, embankment
(slope stabilization) work may be necessary.
All work performed under the anticipated contract must be carried out in accordance with the procedures,
requirements, and regulations of MnDOT State Aid, Washington County, Rice Creek Watershed District, and
Carnelian-Marine St. Croix Watershed District.
1.2. Project Goals and Objectives
The objective of this project is to implement immediate improvements to CSAH 96. In summary, the
project goals are as follows:
Produce plans that meets all MnDOT, CSAH, and Washington County requirements.
Obtain necessary permits for this work.
Achieve a construction schedule that minimizes public inconvenience, while being sensitive to
reducing overall project costs and impacts.

2. Scope of Work and Deliverables
The following lists outline work tasks and associated items that shall be included as part of the contracted
services.
2.1. Project Management
The Consultant will perform all work necessary to effectively coordinate the project completion and
maintain the project schedule and budget. Bi-Weekly project manager check-in meetings should be
scheduled by the consultant. No project management team (PMT) meetings are needed for this project.
2.2. Data Collection
Washington County will provide the following information to the successful Consultant:
Aerial Imagery
LIDAR
Topographic Survey of Guardrail Sections #1-4 (areas where curb may be added)
Right of Way Information
2.3. Utility Coordination
For the purposes of this RFP, "utilities" shall mean and include, but not be limited to, all privately, publicly,
or cooperatively-owned pipes, lines, antennas, or facilities for the distribution or transmission of electrical
energy, gasoline, oil, natural gas, water, sewage, steam, cable TV, telephone or other material and
communication lines and devices.
The Consultant shall contact Gopher State One Call to obtain design locates of all utilities within the project
limits. All utilities shall be identified as to owner, type, and size. Specific areas may be identified for a utility
Quality Level D and/or C. Quality levels shall be determined according to the guidelines of ASCE/UESI/CI 38-
22, entitled "Standard Guidelines for the Collection and Depiction of Existing Subsurface Utility Data."
At least one utility identification / information / coordination meeting will be arranged by the Consultant.
Meeting minutes of all such contacts, conferences and meetings with the utilities shall be kept by the
Consultant and shall become part of the permanent project record and shall be transferred to Washington
County.
The Consultant shall develop a tabulation of any conflicts and required changes to existing utility facilities.
2.4. Plans, Specifications, and Cost Estimates
Plans and specifications will include all elements and details required by CSAH standards. Plans shall include:

Soil and Construction Notes
Typical Sections
Standard Plan Sheets
Removal, Construction, Erosion Control, and Turf Establishment Plans

The Consultant will provide construction cost estimates at milestones throughout the project development,
including at 60%, 95% and final plan completion.
Any unique project specific special provisions (600’s) shall be provided by the consultant.
2.5. Permits
The Consultant will be responsible for submitting applications and obtaining all permits warranted by the
proposed work. Washington County will pay the permitting fees.
Permits and approvals required may include but not limited to the following: Rice Creek Watershed District,
Carnelian-Marine St. Croix Watershed District, NPDES, and SWPPP documents.
2.6. Deliverables
The Consultant shall provide the following:
Signed final plans in 11” x 17” PDF electronic format
Final engineers estimate in Microsoft Excel format
Electronic design files in MicroStation format
All supporting documentation required for State Aid submittals
2.7. Bidding and Construction Assistance Services
2.7.1. Bidding Services
The Consultant shall modify plan sheets and specifications to reflect changes addressed in addendums.
The county will be responsible to package and post addendums.
2.7.2. As-Built Drawings
The Consultant shall modify the plan to incorporate any addendums, change orders, field adjustments,
or other deviations from the original bid plans. As-Built Record Drawings shall be delivered in PDF and
MicroStation format.
2.8. Additional Tasks
The Consultant is encouraged to include and describe any additional tasks not mentioned within the RFP
that will enhance the project.
3. Proposal Content
Proposals will be limited to no more than five (5) pages in length, excluding a cover sheet, a cover letter, and
appendices. The font shall be no smaller than 11 point, 11x17 pages can be used for maps, exhibits, and/or
schedule and will count as a single page.
Appendices are anticipated to contain pre-prepared marketing materials and/or full resumes or other
supporting documents. Reviewers may or may not review material contained in appendices.
At a minimum, submitted proposals shall include:
Title Page/Cover Letter to introduce the Consultant submitting the proposal, including the name,
address, telephone number, and email address of the contact person(s) representing the team and the
names of other firms or individuals participating in the proposal.
A statement of the objectives, goals, and tasks to show or demonstrate the responder's understanding
of the nature of the project and the work required.
