I. STATEMENT OF WORK
A. BACKGROUND
The East Bay Municipal Utility District (District or EBMUD) provides water service to much of
Alameda and Contra Costa counties, covering a 332-square-mile area from Crockett in the north
to San Lorenzo and parts of Hayward in the south, and from San Francisco Bay eastward
through Oakland, Berkeley, Walnut Creek, and the San Ramon Valley. The District also operates
in also operates facilities in Amador, Calaveras, San Joaquin, and Sacramento counties. In 2018,
the District adopted ductile iron pipe (DIP) as its standard pipeline material. Because DIP is
susceptible to corrosion, it is essential to understand the corrosivity of soils within the service
area to properly design and implement corrosion protection measures. The purpose of this
contract is for the Proposer to collect and document in-situ soil and groundwater samples and
deliver them to District laboratories, where the District will analyze their corrosivity to support
pipeline cathodic protection design and recommendations. These environmental sampling
services are required throughout the District’s service area.
B. SCOPE
1. It is the intent of these specifications, terms, and conditions to describe in-situ
soil and groundwater sample collection and laboratory delivery for the District to
characterize soil and groundwater corrosivity for pipeline cathodic protection
recommendations. These environmental sampling services are required
throughout the East Bay Municipal Utility District’s (District) service area and
parts of Amador, Calaveras, San Joaquin, and Sacramento counties.
2. The District intends to award a three-year contract (with two options to renew
for one-year terms) to the Proposer(s) who best meets the District’s
requirements. Under this proposal, the District reserves the right to award
multiple purchase orders for this service and add Proposers as needed or
required.
3. The District estimates the soil collection and corrosivity analysis of approximately
200 soil samples per year, with about 2-15 samples collected per project location.
It is estimated that groundwater will be encountered at 25 percent of the sample
locations. Actual quantity and frequency of requested service from any one
Proposer may vary.
4. Proposers meeting the qualifications outlined in Section C will be placed on an
Approved Vendor List. The District may invite vendors from the Approved Vendor
List to submit proposals for individual projects as needed.
5. The District will award jobs on a case-by-case basis, evaluating proposed costs
and vendor availability. Project specific proposals shall be submitted within five

business days and shall include estimated costs (in accordance with RFP bid rates)
and an estimated schedule (based on the Proposer’s available resources and
current commitments). Should the proposed schedule fail to meet the District’s
requirements, the District reserves the right to solicit a proposal from another
Proposer. Upon acceptance of a satisfactory schedule, the District will issue a
written authorization to proceed.
C. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of providing soil and groundwater
sample collection for a minimum of ten years.
b. Proposer shall possess or obtain all permits, licenses, insurance and
professional credentials necessary to perform services as specified under
this RFP.
c. If the Proposer is planning to team up with subcontractors or
subconsultants to provide work for this RFP, the Proposer shall identify
team members and their roles in the proposal. Any subcontractors or
subconsultants shall have been regularly engaged in the business for
which they are being retained (e.g., traffic control, soil and groundwater
sample collection) for a minimum of ten years.
D. SPECIFIC REQUIREMENTS
1. Upon District identifying project location for soil sample collection, Proposer will
be notified of project location(s), number of sample(s), sample location(s) and
depth(s). Proposer will be provided with project-specific chain of custody forms.
See Exhibit F for example chain of custody forms.
2. Proposer shall secure all necessary permits. If the permitting agency is imposing
additional conditions or fees which are greater than standard, the Proposer must
notify District representative prior to agreeing to the additional conditions and
the payment of fees.
3. Proposer shall sample hole by hand auger.
a. Collection by hydro excavation is not permitted.
b. Precautions shall be taken to prevent contamination of soil sample during
sample retrieval.

c. Use of mechanical equipment is prohibited for the first 8 feet of soil
sampling. Exceptions to this requirement may only be made with prior
written authorization from the District.
d. Proposer may utilize mechanical equipment to penetrate paved surfaces
as necessary to access underlying soil.
4. Proposer shall collect soil sample(s) for analysis, as follows:
a. Collect two 1-gallon bag soil samples at each location. Place samples in
sealed District-provided plastic bags.
b. Soil sample shall be a composite sample taken from 3-feet to 8-feet below
grade. In some cases, deeper samples (up to 10-feet) may be required. If a
deeper sample is required, additional pricing will apply (as specified on
Proposal Form).
c. If groundwater is encountered at sample depths, collect two 125-ml plastic
bottles of groundwater for chloride testing. Plastic bottles shall be District-
provided.
d. All samples must be labeled with the sample ID, project title, sampling
date and time, sampling depth, and the sampler’s name.
e. Complete the chain of custody form(s).
f. Maintain, handle, and store samples in a manner meeting requirements of
testing to be performed.
i. Soil samples to be kept at or below 4 °C.
ii. Groundwater samples to be kept at or below 4 °C.
5. Proposer shall backfill and restore the site.
a. Backfill all holes meeting local agency’s or City’s requirements.
b. Perform pavement restoration upon completion of meeting local agency’s
or city’s permit conditions.
6. Proposer shall deliver the samples to appropriate EBMUD laboratories within 24
hours of sampling:
a. Deliver soil samples to the EBMUD Materials Testing Laboratory at the
Adeline Maintenance Center:
