1. Introduction
The Village of Irvington is seeking qualified architectural firms to respond to this Request for
Proposals (RFP) for contracted architectural services. The selected architect will provide
technical guidance and support to the Village's Architectural Review Board (ARB), which
operates under the roles and responsibilities outlined in the Village Code. For more information,

2. Description of the Village
The Village of Irvington is located in Westchester County, NY, along the eastern bank of the
Hudson River. Known for its historic character and picturesque landscapes, Irvington
encompasses approximately 1.29 square miles and is home to a diverse community. The Village
is dedicated to preserving its architectural heritage while accommodating modern development
needs. The Village has a Historic District on the National Register of Historic Places.
3. Background
The Architectural Review Board (ARB) is responsible for ensuring that new developments and
renovations within the Village respect the aesthetic and historical context of the community. The
ARB evaluates applications for construction, alterations, and signage, focusing on compatibility
with existing architecture and landscape.
4. Purpose and Overview
The Village of Irvington is issuing this RFP to solicit proposals from qualified architectural firms
to provide technical guidance to the ARB. The selected architect will assist the ARB in the
review process, ensuring compliance with local regulations and design standards.
5. Project Scope
A. Technical Guidance
Provide expert architectural guidance to the Architectural Review Board (ARB) in support of the
Village’s goal of preserving and enhancing Irvington’s architectural character while
accommodating appropriate change. Services shall include, but not be limited to, the following:
• Design Review Leadership: Participate in public ARB design review discussions with
ARB members the goal of preserving and enhancing community character. This includes
evaluating the appropriateness of proposed materials, massing, scale, and architectural
details, as well as assessing additions, alterations, and exterior changes to existing
structures.
• Material and Technology Guidance: Advise and guide ARB members on the
acceptance and application of new building technologies, construction methods, and
exterior materials, ensuring compatibility with the Village’s architectural context and
design standards.
• Historic and Residential Architecture: Lead discussions concerning the language of
residential architecture and the appropriateness of additions or alterations to historic
structures, balancing preservation objectives with functional and contemporary needs.
• Preservation Guidelines Familiarity: Apply a working knowledge of National Park
Service (NPS) guidelines and best practices related to the preservation, rehabilitation, and
alteration of historic structures when advising the ARB.
• Commercial and Modern Exterior Building Design: Facilitate discussions on
commercial adaptive reuse projects, alterations to existing commercial structures, and
new commercial construction, including familiarity with the language and principles of
modern architectural design..
B. ARB Support
• Attend ARB meetings and provide professional input during discussions.
• Prepare technical reports and presentations to support the ARB's decision-making
process.
• Facilitate communication between applicants and the ARB.

10. Submission of Proposals
Proposals must be received by the Village of Irvington Village Administrator by the deadline
stated above. Submit one (1) unbound original and five (5) bound copies of the proposal.
11. Evaluation & Award of Contract
Proposals will be evaluated based on completeness, relevant experience, understanding of the
scope of work, and proposed fees. The Village reserves the right to negotiate with the selected
consultant.
12. General Requirements and Conditions
• The Village is under no obligation to award a contract.
• All proposal documents shall remain the property of the Village.
• The selected consultant will be required to enter into a Professional Services contract
with the Village.
