RFP Approval
This RFP and all supporting procurement documents shall be submitted to the Mississippi
Department of Education, Office of Child Nutrition, for written approval prior to issuance
when required by the state agency. The SFA must incorporate all state agency required
changes to its solicitation documents before issuing those documents.
Detailed specifications and bid requirements are attached. Each bidder shall provide
detailed information about the services bid. Failure to provide documentation could
cause the bid to be disqualified. The McComb School District shall make the final
determination of "meeting specifications" in awarding this bid. All pages are required and
must be signed with the following information on the sealed envelope:

FOOD SERVICE MANAGEMENT

The McComb School District (SFA) is accepting proposals for the MANAGEMENT OF
FOOD SERVICES OPERATIONS from qualified Food Service Management Companies
(FSMC).
Proposal due date is May 5, 2026.
Proposals should be sealed, boxed, and labeled:
FOOD SERVICE MANAGEMENT PROPOSALS, with the appropriate date and time on label.
The McComb School District located in Pike County serves the city of McComb,
Mississippi. Detailed demographics will be available upon request. There are seven
schools, 2,033 students, housed in 1- Early Childhood Center, 2 - Elementary schools,
1 - Middle schools, 1 - Jr. High School, 1 - High Schools, and 1 - Business and
Technical Complex which include 6 kitchens:
* Kennedy Early Childhood
* Summit Elementary School
* Otken Elementary School
* Higgins Middle School
* Denman Jr. High School
* McComb High School
* Business & Technology Complex
Type of Agreement: The Agreement to be negotiated with the successful FSMC will be for a
"Cost of Operations, plus Fee" type.
All FSMC proposing must be aware of all current and pending federal regulations
regarding school food service management (such as all recent and upcoming changes in
the USDA regulation related to HHFKA).
By submitting a proposal all FSMC acknowledge their compliance of all existing and
proposed federal guidelines that may affect a FSMC.
All bids should include one (1) original and four (4) copies for a total of five (5) Proposals.

Oral Presentation
Oral presentations, if required, will be scheduled by the SFA with the FSMC.
Proposal Submission and Award
Sealed proposals are to be submitted to the SFA. Proposal is to be submitted in a sealed
box marked "Food Service Management Proposal." Send one (1) original and four (4)
copies of the proposal. For any questions related to the bidding process, please
contact Mr. Johnnie Vick at 601-684-4661.
1. The SFA reserves the right to reject any or all proposals, if deemed to be in the best
interest of the SFA.
2. Award shall be made to the qualified and responsible FSMC whose proposal is deemed
in the best interest of the District by the evaluation process.
3. FSMC must fully inform themselves as to the condition, requirements and
specifications before submitting proposal.
Incurred Costs
The SFA is not liable for any cost incurred by the FSMC prior to the signing of a contract.
Contract Teims
The contract shall be for an approximate period of one year beginning on July 1, 2026 and
ending on June 30, 2027 with up to four one (1) year renewals with mutual agreement
between the SFA and the FSMC.
The selected FSMC and the SFA will establish mutually acceptable financial plans based
on proposals and written contractual obligations. The Food Service program shall meet all
requirements of the National School Lunch and School Breakfast Programs of the United
States Department of Agriculture, and the Mississippi Department of Education.

The selected FSMC shall submit a budget in March of each year, earlier if requested, to
be used by the SFA in its budget process. The SFA shall retain ultimate control over
meal prices, and all appropriate elements of the food service program.
Terms of the actual agreement with the successful FSMC will be developed through
negotiation to be consistent with the rights reserved by the SFA as described by USDA
rules and regulations.
All contracts shall include a termination clause whereby either party may cancel for
cause with 60-day notification.
Pre-Proposal Questions
Any questions needing clarification for this RFP must be submitted in writing to Mr.
Johnnie Vick no later than April 23, 2026. Answers will be submitted for all questions in the
form of an Addendum no later April 28, 2026.
Walk-through will be available at FSMC's request.
RFP Timeline
April 23, 2026 RFP questions due via email no later than 1 :00 p.m. (CST)
April 28, 2026 RFP questions will be answered via an Addendum.
May 5, 2026 Proposals 2:00PM. (CST}.
May 11, 2026 Recommendation to School Board
May 12, 2026 SFA Action -An agreement shall be negotiated
between SFA and FSMC upon award of contract.
SFA Action -Department of Education review and approval
Required after all negotiations are
complete.
July 1, 2026 FSMC to begin service.
No oral interpretation will be made to any FSMC as to the meaning of the RFP unless
the questions are submitted in writing to Mr. Johnnie Vick via email. Clarifications shall
be made via an Addendum no later than TBD. Every FSMC will be notified of all
questions and answers including any other necessary addendum(s) to the RFP via
email.
The successful FSMC shall conduct the food service program in a manner which best
fulfills the following program and upgrade objectives:
1. To provide an appealing and nutritionally sound traditional lunch and Extra Food
Sales programs for students as economically as possible.
2. To promote nutritional awareness whenever the food service can interface with SFA
programs.
3. Ensure good participation by quality food and service to all schools, by successful
menu variation and planning, by better marketing techniques, and by a strong
emphasis on public relations.
4. Provide a management staff and structure that will ensure that the SFA school food
program is one of consistent quality and of positive regard by students, staff, and
the public.
5. Establish a formal structure to routinely and continuously gather input from
students, staff, and the public about food service.
6. Establish and conduct staff training programs, which will ensure staff development,
proper supervision and consistent quality control and safety both in production and
service.
7. Establish a Financial plan to operate the school lunch program.
8. Provide a financial reporting system that meets Federal, State, and SFA
requirements.
9. The SFA shall approve all a la carte items and the prices charged for those items in
advance of sale by the FSMC.

food items meet the USDA smart snack standards (7CFR 210.11) and the
competitive food requirements set forth by Mississippi State Board of Education

Proposal Format
Proposals must be concise and in outline format. Pertinent supplemental information
should be referenced and included as attachments. All proposals must address the
following:
A. Required Documents -includes:
1. List the name, address, email address, and telephone number of the person to
be contacted regarding this RFP. Signed by an officer of the FSMC.
2. Proposal Bonding documents.
3. Proof of insurance as required.
4. Financial: Exhibit F-Food service program proposed budget (Excel format)
B. Proposal Executive Summaf.Y-
1. Highlight the major features of the proposal, (see evaluation criteria), and
identify any supporting information pertinent to the proposal. In short, the
reader should be able to determine the essence of the proposal and generally
how well it meets the requirements by reading the Proposal Summary.
c. Marketing Programs (1 o points)
1. Describe your Marketing Plans. Include all grade levels.
2. Describe your plans regarding involvement of Students, Parents, & Staff; and
plans for maximizing Free and Reduced participation.
D. Company Experience and Reference (1.5_p_Qints)
1. Provide a brief description of your Company, outside of what is being provided
below. (Limit 5 pages).
2. Provide evidence of capability and credibility, and appropriate experience to
successfully fulfill scope and purpose.
3. Describe FSMC's potential for strong interrelationships, teamwork and
cooperation between SFA and FSMC.
4. Provide a sample of a Monthly Operating Statement and Participation Record
Statement. Include any other pertinent recordk eeping documents that may ve
used for this project.
5. Provide annual reports of financial statements certified by a licensed public
accountant.
6. Describe previous work performance similar to the scope and purpose
described in this RFP.
