Background
The Prince George's County System (PGCMLS) Foundation provides
philanthropic support to strengthen the Library Foundation's ability to serve the
community, promote innovation, and adapt to changing needs. PGCMLS libraries
function as inclusive community hubs-both physical and digital-dedicated to
lifelong learning, equity, and access.
PGCMLS acknowledges that it operates on the traditional lands of the
Mattapanient, Patuxent, Piscataway, Moyaone, Pamunkey, and Mattapanient
peoples, past and present, and remains committed to responsible stewardship of the
land and communities it serves.
PGCMLS Foundation Member Overview
The Prince George's County Memorial Library System (PGCMLS) Foundation is
governed by a board of directors and affiliated leadership who support the
Foundation's mission to strengthen philanthropic engagement and enhance library
services throughout Prince George's County. The Foundation's leadership
comprises the following roles:
Chair, PGCMLS Foundation Board of Directors - Provides strategic

oversight and leadership for the Foundation's initiatives and supports
alignment with PGCMLS goals.
Vice Chair, PGCMLS Foundation Board of Directors - Assists the Chair

in governance and supports board functions to advance Foundation
priorities.
Secretary, PGCMLS Foundation Board of Directors - Oversees records,

documentation, and communication in support of the Board's activities.
Treasurer, PGCMLS Foundation Board of Directors - Provides

perspective and alignment with PGCMLS operations.

Acceptable Submissions
No email submission shall be accepted. Each prospective Audit Firm shall submit
one (1) original and four (4) copies of both sections of the proposal which will
consist of a technical section proposal (including a signed certification) and a
sealed dollar cost bid must be mailed or hand-deliver to:

Audit Firm shall bear the responsibility of ensuring its submissions are received
and acknowledged by PGCMLS. The Library Foundation reserves the right to
reject any or all proposals submitted. The Library Foundation reserves the right,
where it may serve the Library Foundation's best interest, to request additional
information or clarification from proposers or to allow corrections of errors or
omissions. At the discretion of the Library Foundation, Audit Firms submitting
proposals may be requested to make oral presentations as a part of the evaluation
process. Submission of a proposal indicates acceptance by the Audit Firm of the
Prince George's County Memorial Library System Foundation reserves the right to reject all
proposals.

conditions contained in this RFP, unless exceptions are clearly and specifically
noted in the proposal submitted.
In order for proposal to be considered for this RFP, please submit a proposal as
described below no later than 4:00 p.m. on April 06, 2026.
Audit Firm Inquiries
Any questions relating to this RFP shall be directed via email no later than 4:00
p.m. on March 23, 2026 to the Procurement Specialist at:
procurement@pgcmls.info
No other email address will be accepted. All questions received will be answered
and distributed via email to all prospective bidders to ensure a fair and transparent
process.
Standard/Licensure Requirements
The selected Contractor shall provide documentation to the Library Foundation
evidencing all necessary licenses/documents to perform the services prior to the
awarding of the contract.
Experience
Five years or more experience working with government agencies and preferably
non-profit organizations.
Basis of Award
A copy of any contract, retainer letter or other such agreement which the proposer
may request the Library Foundation to execute shall also be attached to the
proposal.
The Audit Firm best meeting experience, capability, audit approach and cost
requirements as determined by the Library Foundation will be selected. The
Library Foundation's evaluation will be based on the requirements contained in this
proposal, the proposed fees and expenses, and any other factors which the Library
Foundation considers relevant. Preference will be given to bidders who have had
experience auditing public libraries under GASB 34 regulations.

proposals.

All submittals will not only be reviewed based on cost, but will also receive a
technical analysis, which will analyze the following:
Product/Pricing Proposal
Qualifications and Credentials Presentation Quality
Insurance Control Procedures
Performance Adequate Support
Capabilities Staff
Experience
Proposal Evaluation
Proposal will be evaluated by the Library Foundation and the highest ranking
Vendors may be asked to make formal presentation to the Evaluation Committee.
Evaluation of the Proposals will include but not limited to the following areas:
1. Proven service capabilities and overall quality and completeness of service
(Based on recommendations by other customers, or otherwise)
2. Understanding of Library Foundation service needs
3. Cost of service (fees and charges)
4. Interview questions and answers with the top three Vendors (optional).
Payment Terms
The Library Foundation makes monthly payment at work completion, during the
next 30 days after the invoice date. Please include in your proposal any payment
terms that deviate from monthly payment at work completion.
Progress payments may be submitted during the course of the engagement based
on hours of work completed in accordance with the following schedule:
* Completion of field work;
* Rendering of draft report;

* Rendering of final audit report and all other reports required.
The Library Foundation may solicit additional services outside the range of this
audit. Any such additional work agreed to between the Library Foundation and the
firm shall be performed at the same rates set forth in the schedule of fees and
expenses included in the sealed dollar-cost bid.
Agreement Required
We will issue a Purchase Order to the successful Vendor. The Audit Firm shall be
required to sign an Agreement for Services for this engagement. No work shall
begin under this contract until a Purchase Order has been issued and the
Agreement for Services has been signed by both parties. The Audit Firm should
ensure that the contract is completed within the specified time.
Audit Firm Rights
All materials submitted in response to this RFP become the property of the Library
Foundation upon delivery and shall be appended to any formal documentation,
which would further define or expand the contractual relationship between the
Library Foundation and the Vendor. Each Vendor, as an express condition for the
Library Foundation's consideration of such Audit Firm Proposal, agrees that the
contents of every other proposal is confidential, proprietary and trade secret
information in all technical areas and waives any right to access to such proposals.
No submissions for supporting documentation will be returned to Vendor.
Vendors submitting proposal should recognize that the Library Foundation is a
public body and, as a public body, the Library Foundation is subject to disclosure
requirements and must abide by public record laws. Neither party shall be liable
for disclosures required by law.
Reservation of Rights
This RFP does not commit the Library Foundation to award a Services Agreement,
to pay any costs incurred in the preparation of a proposal to this request, or to
otherwise contract for any services.
Prince George's County Memorial Library System Foundation reserves the right to reject all
proposals.

The Library Foundation reserves the right to accept or reject any or all proposals
received as a result of this request, to negotiate with any qualified sources, or to
cancel in part or in its entirety this RFP, if it is in the best interest of the Library
Foundation to do so.
The Library Foundation will evaluate proposal based upon the effectiveness of the
perceived performance as it relates to the Library Foundation's specific
requirements. The lowest fee proposal shall not necessarily be selected. The
Library Foundation specifically reserves the right to reject any or all proposals or
any part thereof; or to waive any defects or informalities in a proposal when it is
determined by the Library Foundation to be in the Library Foundation's best
interest.
Proposal Format
The Proposal shall be signed by an individual authorized to bind the Audit Firm
and shall contain a statement to the effect that the proposal is an Audit Firm offer
for a one hundred eighty (180) calendar day period from the date of the opening.
The Proposal shall provide the name, title, address and telephone number of
individuals with authority to contractually bind the Contractor and who may be
contacted during the period of the Services Agreement. All fees quoted shall be
firm and fixed for the full contract period and any extension. There shall be no
price units or total costs included in the technical proposal document.
The proposal shall be presented in the following format and include, at a minimum,
all the information specified. Responses should be specific and complete in every
detail, prepared in a simple straightforward manner:
1. A letter of proposal submission and introduction, including the name and
address of the Audit Firm submitting the proposal, and name of the contact
person, shall be the first page of the proposal. The proposal shall be signed
by an authorized representative of the Audit Firm and shall include the

name(s), title, address, telephone number of the individual(s) authorized to
negotiate a Services Agreement with the Library Foundation.
2. An executive summary highlighting the Vendor's background, experience
and variety of services, and any service enhancements unique to the Audit
Firm shall immediately follow the letter of proposal submission and
introduction.
3. The proposer shall state the size of the Audit Firm, the size of the Audit
Firm's governmental audit staff, the location of the offices from which the
work on this engagement is to be performed and the number and nature of
the professional staff to be employed in this engagement on a full-time basis
and the number and nature of the staff to be so employed on a part-time
basis.
4. The proposal shall set forth a work plan, including an explanation of the
audit methodology to be followed. In developing the work plan, reference
should be made to such sources of information as the Library Foundation's
budget and related materials, organizational charts, manuals and programs
and financial and other management information systems.
5. Proposers will be required to provide the following information on their
audit approach:
A. Proposed segmentation of the engagement
B. Level of staff and number of hours to be assigned to each proposed
segment of the engagement
C. Sample size and extent to which statistical sampling is to be used in
the engagement
D. Type and extent of analytical procedures to be used in the
engagement;
E. approach to be taken to gain and document an understanding of the
Library Foundation Foundation's internal control structure

F. Approach to be taken in drawing audit samples for purposes of tests of
compliance.
6. The Audit Firm is required to submit a copy of the report on its most recent
external quality control review, with a statement whether that quality control
review included a review of specific government engagements.
7. A brief statement of the Audit Firm understands of the services required and
the accounts to be serviced.
8. The Audit Firm shall provide an affirmative statement that it is independent
of the Library Foundation as defined by generally accepted auditing
standards.
9. A certified statement that the Audit Firm and all assigned key professional
staff are properly licensed to practice in Maryland shall be included.
10. A work plan detailing the approach the Audit Firm intends to follow in
providing the services required as outlined in this RFP.
11. The Audit Firm shall define the capability of it organization to meet the
intended objectives of this RFP. Description of the Vendor's organization
chart, names of staff members to be primarily assigned to this account, the
role of each staff member, and resumes of principal officers showing
education and experience relevant to this type of work.
12. For the firm's office that will be assigned responsibility for the audit, list the
most significant engagements (maximum of 5) performed in the last five
years that are similar to the engagement described in this request from
proposal. These engagements should be ranked on the basis of total staff
hours. Indicate the scope of work, date, engagement partners, total hours,
and the name and telephone number of the principal client contact. The
Library Foundation reserves the right to make appropriate inquiries.
