Please see the responses below to all received questions.
Q: To clarify the quantity's in the Bid Schedule, the Unit quantity and 4A and 4B quantities are
not the same so what quantity numbers will we actually be bidding on?
A: The unit quantity column details how many of each item are included per item type, whereas
the 4B/4B quantity column lists the total amount needed for that item type in that reach. Eg., for
Reach 4A in the Channel Spanning ELJ section (item no. 7), 12 type 3 streambed boulders are
required for each channel spanning jam, and since there are four channel spanning jams in Reach
4A, 48 type 3 boulders are required for the channel spanning jam category in Reach 4A.
Q: Is a Bid Bond required for this project?
A: Page 4 of the RFP document details the bond requirements. A performance bond will be
required on any contract awarded with a value over 100k. No other bonds are required for the bid
process specifically.
Q: The designs call for boulders, will those be provided or will the contractor need to procure
them?
A: Only the logs, root wads, and woody slash required for the project were procured separately
and are staged at the project staging area. Any additional materials required for the project,
including any and all boulders, have not been procured and will need to be provided by the
contractor and included in their bids.
Q: Can you clarify the 4A base bid and 4B additive bid structure?
A: See page 6 of the RFP document. The RFP is structured that way to allow potential bidders
some flexibility in their bids and scheduling, with the understanding that implementing both
reaches this year is a large and logistically complex undertaking. Note that preference will be
given to bidders proposing to implement both (4A and 4B) in 2026.

Q: In regard to the IFPL, what is the tribe's course of action when state IFPL levels are reached
that will have an impact on work hours. Is there a waiver procedure? If so, who is responsible for
acquiring said waiver?
A: When restrictions are put in place by the tribe for fire danger considerations, they are
generally non-negotiable. There is a process for waivers to be granted on a case-by case-basis,
but sufficient and ample justification and precautions must be provided for a waiver to be
considered. The project manager would coordinate those discussions with the contractor, and
with the tribal chain of command.
Q: Will the crews be able to camp on site? This can often times be a solution to security
problems.
A: Camping onsite is an option, with prior approval and coordination with the Tribes' Parks and
Rec. Department. The Project manager can assist with this coordination. Other options for
lodging nearby include Republic, Twin Lakes (near Inchelium), Grand Coulee, and Wilbur via
the Keller Ferry.
Q: Can you clarify the TERO fees and what the requirements are for staff?
A: A TERO compliance and utilization form will be required to be completed and signed as part
of the contracting documents. This form will detail all applicable fees for the total contract. A
5% fee will be charged on non-Title-10 contracts for all work conducted on the reservation; and
contractors should include this fee as part of their bid budgets. The fee can be reduced if over
51% of workers are qualified tribal members, and this would be verified on the job site by a
compliance officer.
Q: Is there a flow/discharge gauge on the Sanpoil River?
A: Yes there is a USGS gauge near the mouth of the Sanpoil River. It is listed as "Sanpoil River

Q: Will the engineers be able to staff the project with enough oversite if the schedule is
aggressive?
A: The Engineer of Record and Senior Engineers will be present for construction oversight,
supported by Junior Engineers intermittently. The Contractor can assume a minimum of 2 days
of construction oversight per week throughout the in-water work window, with a greater
frequency during the beginning of the project. It is recommended that Contractors include any
assumptions related to engineering construction oversight in their bid.

Q: What is the average width for the temporary stream crossings?
A: The average low flow stream width is approximately 45 feet, ranging between 30-65 ft. at the
widest. The Contractor is responsible for developing a Temporary Stream Crossing Plan and
verifying crossing widths following construction layout and should anticipate crossings that span
the entirety of the low flow channel.
Q: The boulders are called out to be rounded to sub-angular; will there be any leeway on the
much more obtainable angular rock found in the region?
A: Yes, locally sourced angular rock will be considered as an acceptable alternative.
Q: Refusal is defined as pile driving progress of less than 1 inch in 10 minutes of continuous
driving. As discussed on site, this is not conducive to excavator mounted hydraulic hammers.
Will the engineer be willing to work with us on "refusal" and what that might look like from our
standpoint? Could methods such as pull tests be conducted to determine if logs are set deep
enough to be stable?
A: Contractor should follow protocol outlined in Section 3.04 of the Specifications. Given the
answer to question 1, alternate methods such as pull tests would be acceptable in coordination
with the Engineer to verify equivalent structure stability.
Q: Is there any flexibility with the planting window to allow access coordinated with
construction activities (i.e., concurrent with temporary stream crossings etc)?
A: If live cuttings are installed outside of the planting window the quantity of live stakes shall
be doubled to accommodate increased mortality rates of live stakes. Contractors are encouraged
to submit a proposal that outlines a practical and efficient planting approach.
Q: Is PSIPE (Plant Establishment Guarantee) included in this project? If so, what will the
survival percentage required be?
A: PSIPE is included in this project, the target planting survival is 60%.
Q: Will wet crossings be allowed for post construction for revegetation in September, October,
and November?
A: Wet crossings for heavy machinery will not be allowed per CTCR Code.
Q: Will compost and wood mulch be required around containerized plantings?
A: Compost and wood mulch will not be required but will be an acceptable method to improve
plant survival.

Q: Will the seeded areas require straw mulch?
A: Yes, seeded areas will require straw mulch.
Q: Section 2.04 Threaded Steel Bar Connection: A. Bolted connections for logs shall consist of
1" diameter stainless steel threaded rod with stainless steel bolts on both ends. 3/8" to 1/2" thick,
4" to 5" diameter stainless steel washers shall be installed between the log and two nuts on both
ends. B. Provide non galvanized steel thread bar, flat plate washers, and nuts. Hardware shall
comply with the manufacturer's written recommendations and the following. Can you clarify?
A: Bolted connections for logs shall consist of 1" diameter stainless steel threaded rod with one
3/8" to 1/2" thick 4" to 5" diameter stainless steel washer and two nuts on both ends.
