Description: The Colville Confederated Tribes Fish and Wildlife
Department will be hosting the First Salmon Ceremony at Chief
Joseph Hatchery in Bridgeport, Washington beginning at 6:00 a.m.
on Thursday, May 21, 2026. Continental breakfast will be served
at 6:00 a.m. and a lunch will be served starting at 10:00 a.m.
at the Hatchery. Anticipated people in attendance is
approximately 200.
Proposal Requirements:
1. The contractor will provide all personnel, equipment and
materials necessary or required including meal preparation,
delivery, set-up, take down and clean up of the designated
serving and eating area.
2. The contractor will provide personnel to prepare and serve
food; cooking, serving equipment, service ware, paper plates,
paper cups, napkins, condiments (olives, salsa, sour cream,
salt, pepper, mustard, ketchup, hot dog relish, soft butter,
huckleberry jam, cream, sugar), disposable-eating utensils, and
plastic gloves for food servers.
3. No barehanded contact of food, use barriers such as tongs,
spoons and gloves to prepare and serve food.
4. Store cold foods until ready to serve (cold foods should be
kept at 40oF or below). Hot foods should be kept at 140oF or
above.
5. Keep food safe from cross contamination with careful
preparation, storage, and sanitizing.
6. Keep serving area clean and safe.
7. Continental breakfast will begin at 6:00 a.m. and consist of:
croissants, pastries, muffins, bagels, fresh seasonal fruit,
yogurt, granola, orange juice, coffee, tea, and water.
Lunch will begin at 10:00 a.m. and consist of:
Indian Tacos (fry bread,[extra bread], chili, cheese, lettuce,
tomato, onion), beef hotdogs, buns, macaroni salad (no carrots),
whipped fruit salad, fresh fruit (in season), coffee, Gatorade,
bottled water and soda. Salmon will be provided by F&W (to be
cooked the morning of May 21, by the Miller Family and Crew.
Each person will be served a portion of the first salmon.
8. The proposal must be in writing and signed with a total
proposal amount.
9. A copy of your valid/current food handler’s permit must
accompany your bid proposal.
10. All remaining food will be packaged for attendees within 1
hour of serving the meal. Cooks are not to take food or drinks
home with them.
Evaluation
All bid proposals will be opened, reviewed, and rated based on
the following factors:
Experience (30 pts)
Indian Preference (15 pts)
Price (10 pts)
Describe how hot food will be kept hot and cold foods kept
cold (20 pts)
Complete Proposal (20 pts)
Compliance Requirements (20 pts)
Late proposals will not be opened and will not be considered.
All applicable regulations pertaining to safety, including
Tribal Occupational Safety and Health Act (TOSHA) standards and
regulations shall be strictly adhered to by the contactor.
Clean Up and Disposal
The contractor shall leave the cooking/serving area in a clean,
acceptable condition.
