Request For Proposal - Fireworks Show


The City of Portland is accepting sealed proposals for a 2-year contract to provide a fireworks display in the evening at the annual Strawberry Festival on May 8, 2026 and May 7, 2027. The proposal shall include the following

· Ability to provide a soundtrack that can be simultaneously broadcast with the display.

· Detailed description of the proposed display including shell size and quantity as well as an outline showing the number of ordinances used per 5 minutes of the display

· Display shall only include aerial fireworks.

· License to conduct fireworks displays in the State of Tennessee

· Insurance Certificate

· Each show shall cost no more than $20,000.

· The display shall be 15 minutes in duration

The display set up area will be at Elvis Brown Little League Park located at 110 W. Market St. Portland TN 37148 with most of the viewing public being located on E. Market St. between S. Broadway St. and S. Russell St. in Portland TN

All proposals should be marked “SEALED PROPOSAL/Fireworks Display” and mailed or delivered to the City of Portland 100 S. Russell St. Portland TN 37148 between the hours of 8:00 AM and 4:00 PM Monday through Friday.

The period for accepting proposals will be Wednesday January 7, 2026, at 8:00 A.M. and remain open until 11:00 A.M. on Thursday January 22, 2026. The proposals will remain sealed until the opening in the city council chambers at 100 S. Russell St. Portland TN 37148 on Thursday January 22, 2024, at 11:00 A.M.

The City of Portland reserves the right to reject any or all proposals, to waive variations or formalities, and to negotiate changes, additions, or deletions. The City of Portland reserves the right to accept the proposal it deems to be in the City’s best interest and will not necessarily be obligated to accept the lowest cost proposal. The City of Portland also reserves the right to extend the timeframe to submit proposals, as well as extending the timeframe to open the proposals.
