The Town of Williston is seeking a contractor for the replacement of selected Hydrants in our water system. Williston Water is looking to replace some of its aging hydrants that are part of our system.

Emailed bids are the only form of bid to be accepted and shall be included with the email as an attachment. The email shall clearly state 2026 Hydrant Bid delivered to Bruce K. Hoar, Public Works Director, at bhoar@willistonvt.org by no later than May 1, 2026 by 4 PM.

INTRODUCTION
With this Bid Package, the Town of Williston is seeking a contractor for the replacement of selected
Hydrants in our water system. Williston Water is looking to replace some of its aging hydrants that are
part of our system.
SPECIFICATIONS
The Contractor must provide a list of experience, at least five previous, with similar projects that
involved working on this type of infrastructure.
The Contractor shall make all necessary arrangements to conduct his operations with minimal
disturbance to the town water system and its residents.
The Contractor must give at least 48hours notice before any interruption to the water supply so that
residents and business can be notified of possible disturbance.
The Contractor shall be responsible for OSHA/VOSHA requirements for excavation, notification of
Dig Safe and Construction Signage and Traffic Control.
The Contractor shall perform all necessary clean-up of debris and disturbances caused by his
operations. This includes returning site to as was conditions.
The Contractor shall furnish all necessary labor and equipment to accomplish this work and make it
whole; work could include valve replacement as well and will be determined on a case by case basis.
The Contractor shall furnish all traffic control as may be needed. This is to include signage and
certified traffic control technicians.
The Contractor shall provide a Certificate of Liability insurance naming the Town as an additional
insured according to the requirement of the Owner.
General Liability:
Each Occurrence $1,000,000
MED EXP (any one person) $10,000
Personal & ADV Injury $1,000,000
General Aggregate $2,000,000
Products - Conpcp AGG $2,000,000
The Contractor shall provide other documentation as required by the town (not bonds).
Payment to the Contractor will be made within 30 working days of receipt of the invoice when all
work is complete.
Attached to this RFP is a list of the hydrants to be replaced. They are given by Hydrant Number,
nearest street address and Latitude and Longitude.

The Town will provide Hydrant or Valve replacement not to include work necessary to restore site or
materials used for excavation.
Bid Form and Deadline:
a. Please use the required Bid Form provided.
b. Emailed bids are the only form of bid to be accepted and shall be included with the
email as an attachment. The email shall clearly state 2026 Hydrant Bid delivered to
Bruce K. Hoar Public Works Director, at bhoar@willistonvt.org by no later than May 1,
2026 by 4 PM.
c. The Bid Form must be fully completed and must be filled in, in ink or typewritten. No
spaces on the Bid Form shall be left blank. Failure to fully complete the Bid Form will
render the Bidder non-responsive and the bid will not be read. Only one copy of the
Bid Form is required.
d. Any Bid received after the time and date specified, shall not be considered. No Bidder
may withdraw a Bid within 90 days after the actual date of the opening thereof.
e. The Town of Williston reserves the right to reject all bids received or to accept the bid
deemed in the best interest of the Town regardless of price. Further, the Town reserves
the right to add or delete items bid based upon the Town's financial position.
f. The contractor must be able to start work within two weeks of award and be completed
within 30 days of start date.
Addenda:
a. All questions by prospective Bidders as to the interpretations of the Bid Form must be
submitted via email to Bruce K. Hoar at bhoar@willistonvt.org, by April 27, 2026 at 4
PM.
b. Addenda items will be provided via email no later than April 28, 2026 at 4 PM.
c. Each Bidder shall ascertain prior to submitting their bid that they have received all
addenda issued, and they shall acknowledge their receipt on the Bid Form in the space
provided.
Prior to the Bid deadline, project area walk-throughs will be made available to Contractors upon
