RFP ERO DO #55-F-3-25/26 - Small Area Plan Amendment and Overlay Zoning District - Carroll County Freedom Area The County Commissioners of Carroll County (“County”) and the Carroll County Department of Planning and Land Management (“PLM”) is seeking proposals from qualified planning and zoning consulting firms (“Firm”) to: Conduct a small area plan amendment process for the primary commercial corridor in the Freedom planning area, roughly centered on MD 26 (Liberty Road) between Johnsville Road on the west end and Fallon Road on the east end; Develop recommendations and an ordinance for an overlay zoning district to be applied to all or parts of the small area plan amendment study area.
