Description
The Land Clearance for Redevelopment Authority for the County of St. Louis (LCRA), in coordination with the St. Louis Economic Development Partnership, is issuing this Request for Proposals (RFP) to procure qualified services to implement the Metropolitan Education and Training (MET) Center PCB cleanup project located at 6347 Plymouth Avenue, Wellston, St. Louis County, Missouri.
For purposes of this Contract ‘Owner’s Environmental Consultant’ and ‘Owner’s Technical Representative for PCB Remediation’ mean Environmental Works, Inc. (EWI), acting as the Owner’s designated technical representative for review of PCB remediation submittals, verification documentation, waste-management documentation, and Cleanup Plan implementation records. EWIis not the Contractor, Construction Manager, or designer of contractor means and methods, and EWI does not assume responsibility for contractor health and safety programs. This RFP solicits proposals from qualified contractors to perform PCB remediation and associated compliance documentation consistent with the controlling project cleanup framework described in Exhibit A.
A.2 Project Purpose and Cleanup Framework
The project will implement the MET Center Risk-Based Cleanup and Disposal Application (Cleanup Plan), dated January 12, 2026, as approved by the United States Environmental Protection Agency (EPA) under 40 CFR §761.61(c), including EPA approval conditions issued for the project prior to publication of this RFP.
The Cleanup Plan addresses PCB-impacted building materials, dust reservoirs, and indoor air usinga risk-based approach with defined performance endpoints, verification requirements, wastemanagement routing, and long-term management commitments.
The Cleanup Plan is structured using EPA’s PCB FAST Toolkit, Tool 4 (TSCA Risk-Based PCB Cleanups Checklist), to support EPA review and implementation traceability.
A.3 MET Center Facility Overview
The MET Center consists of a multi-story office tower, a warehouse complex that includes High Bay, Low Bay, and Diesel Shop areas, and a separate North Tower structure. Current operations are limited to adult training, family services and administrative functions within portions of the office tower. The warehouse bays are currently restricted to controlled access for maintenance and investigation activities only. The North Tower is not used and is proposed to remain permanently closed to occupancy, with access limited to inspections needed to maintain physical security and exterior coating integrity.
A.4 Summary of PCB Conditions and Cleanup Scope
PCBs are present in and on certain building materials and associated dust reservoirs at the MET Center, and indoor air is evaluated within the risk-based cleanup framework. The Cleanup Plan focuses active cleanup on PCB-impacted building materials and dust in areas relevant to current and planned building use, and it uses verification and documentation to confirm that cleanup outcomes meet defined acceptance criteria.

There will be one (1) mandatory pre-bid meeting and site visit, scheduled for 2:30 PM (CT) on Wednesday, August 26, 2026, at the Project site. Attendance is required as a condition of bid eligibility. Any bidder who has special needs addressed by the Americans with Disabilities Act should notify the Owner at the contact information listed in the RFP before the pre-bid meeting.

The Land Clearance for Redevelopment Authority for the County of St. Louis (the "LCRA") will
accept proposals from qualified firms for PCB remediation services at the MET Center, located at
6347 Plymouth Avenue, Wellston, Missouri 63133 (the "Project"). The Project involves the
implementation of a facility-wide PCB remediation program under the EPA-approved 40 CFR
761.61(c) Risk-Based Cleanup and Disposal Application. The Work includes removal and treatment
of PCB-impacted coatings, sealants, porous substrates, and dust reservoirs; HVAC cleaning and
protection; verification sampling; waste management and disposal under TSCA; and documentation
supporting institutional controls and long-term operations and maintenance. The building will remain
partially occupied during the Work.
The Project is funded in whole or in part by EPA Brownfields funding and other Owner-identified
funding sources. Federal funding requirements, including applicable Davis-Bacon Act requirements
and the Davis-Bacon wage determination, are included in Appendix F.

This RFP is issued to procure a Contractor to implement the Cleanup Plan requirements and deliver
the documentation required to support verification, waste management, and closeout.
A.5 Performance-Based Contract Approach
This procurement is performance-based. The contract will define required outcomes, including
achievement of Cleanup Plan performance endpoints and completion of required verification and
documentation packages. The RFP does not prescribe detailed Contractor means and methods,
provided the Contractor's selected means and methods comply with TSCA (40 CFR Part 761,
including 761.60, 761.61, 761.62, and Subpart N as applicable), OSHA, NESHAP, and other
applicable requirements and remain within the Cleanup Plan framework and EPA approval
conditions.
The selected Contractor is responsible for selecting and implementing compliant means and
methods to achieve the required performance outcomes and for producing the project records
required for regulatory compliance and closeout.
The pricing format for this procurement uses time-and-materials billing with phase-level not-to-
exceed totals, fixed billing rates, defined unit prices, and Owner authorization requirements. This
structure is intended to allow proposers to price specialized TSCA remediation work, verification-
driven turnover requirements, waste-management variables, and field-condition contingencies
without requiring the Owner to prescribe contractor means and methods. No work may exceed an
approved phase NTE amount without prior written authorization from the Owner.
A.6 General Scope Summary
The scope of this procurement is to implement the EPA-approved MET Center Cleanup Plan,
including any EPA approval conditions. The Cleanup Plan is incorporated by reference as the
governing technical document for this procurement (Volume 3, Exhibit A), including the EPA approval
letter and any EPA approval conditions. This RFP does not modify the Cleanup Plan, its decision
logic, or its endpoints.
This procurement is performance-based. The Contractor is responsible for selecting means and
methods that achieve the required performance outcomes and documentation deliverables, provided
the Contractor's means and methods comply with TSCA (40 CFR Part 761, including 761.60,
761.61, 761.62, and Subpart N as applicable), OSHA, NESHAP, and applicable St. Louis County
and Missouri requirements, and remain within the Cleanup Plan framework and EPA approval
conditions.
Institutional controls (ICs) and long-term operations and maintenance (O&M) are Owner obligations;
however, the Contractor shall support implementation by producing project documentation generated
from the Contractor's Work that is required for closeout and Owner stewardship record inputs under
the Cleanup Plan.
The MET Center will remain an active workforce training and administrative facility during portions of
the Work. The Contractor shall plan and execute activities to maintain safe operations, controlled
access, and occupant protection in coordination with the Owner and Owner's Environmental
Consultant, consistent with the Cleanup Plan's work controls.
All cleanup acceptance criteria, Verification Unit (VU) decision logic and sampling requirements,
exceedance response and re-verification rules, waste designation and disposal routing rules, and

closeout documentation gates are established in Volume 2 as the contract implementation
framework for this procurement. Volume 2 implements the governing Cleanup Plan. If a conflict
exists, the Cleanup Plan and any EPA approval conditions control.
A.6.1 Paints and Coatings (Category A/B/C/D Remedy Framework)
Performance Outcome
1. Remove, treat, or where eligible under the Cleanup Plan, encapsulate PCB-impacted
coatings to achieve non-porous wipe and porous bulk acceptance criteria in areas proposed
for turnover.
2. Manage coating wastes as PCB Bulk Product Waste or PCB Remediation Waste in
accordance with the Cleanup Plan waste designation framework.
Controlling Requirements
Remedy selection framework (Categories A through D), acceptable methods, acceptance criteria,
and verification requirements are established in Volume 2, Part V and Cleanup Plan Section 5.1 and
Table 5-1. Waste classification and disposal requirements are established in Volume 2, Part VI.
A.6.2 Porous Substrates and Concrete Surfaces
Performance Outcome
1. Perform targeted abatement, repair, or removal of PCB-impacted concrete and masonry
substrates in office tower and occupied zones to achieve bulk verification criteria.
2. Implement treatment methods consistent with Cleanup Plan Section 5.3 and the remedy
selection framework.
Controlling Requirements
Acceptance criteria, sampling densities, and decision rules for porous substrates are established in
Volume 2, Part V. Waste classification and disposal requirements for concrete and masonry debris
are established in Volume 2, Part VI.
A.6.3 Expansion Joints, Sealants, and Caulks
Performance Outcome
1. Remove legacy PCB-containing manufactured products, including expansion joints, sealants,
and caulks, to achieve complete physical removal of targeted PCB Bulk Product Waste.
2. Manage removed materials as PCB Bulk Product Waste under 40 CFR 761.62. Where
product is separated from substrate prior to disposal, manage the contaminated substrate as
PCB Remediation Waste under 40 CFR 761.61.
Controlling Requirements
Waste classification decision logic, the Project Bulk Product Rule, and disposal routing requirements
are established in Volume 2, Part VI.
A.6.4 HVAC Systems and Dust Reservoir Controls

1. Clean existing HVAC components that will be retained and reused to achieve HVAC wipe
acceptance criteria.
2. Clean overhead horizontal surfaces, duct tops, ledges, and other dust reservoir surfaces to
achieve non-porous wipe acceptance criteria and prevent recontamination of verified areas.
Controlling Requirements
HVAC wipe and indoor air acceptance criteria, sampling densities, and (limited) seasonal monitoring
requirements are established in Volume 2, Part V.
A.6.5 North Tower Managed Area
Performance Outcome
1. Confirm and document conditions of existing physical isolation and barriers for the North
Tower; no active interior mechanical demolition is included in this procurement.
2. Provide documentation sufficient for the Owner to record an Environmental Covenant, Deed
Notice, and O&M Plan for the North Tower.
3. Document North Tower closure conditions, exterior condition observations, and any Owner-
directed managed-area exhibits required for IC/O&M support. Do not interpret this
procurement to require adjacent-ground-soil verification or a zero-release guarantee unless
separately defined and priced by the Owner.
Controlling Requirements
North Tower managed area requirements, IC instrument content, and O&M obligations are
established in Volume 2, Parts VII and VIII, and Cleanup Plan Sections 3.3 and 10. North Tower
conditions and data do not set cleanup standards for other building areas.
A.6.6 Warehouse Barriers and O&M Deliverables
Performance Outcome
1. Document conditions of existing engineered barrier (concrete cap) in warehouse areas (High
Bay, Low Bay, Diesel Shop) sufficient to support the Owner's long-term O&M program.
2. Provide barrier condition assessment, and annual inspection checklist inputs for incorporation
into the Owner's IC instrument and O&M program.
Controlling Requirements
Contractor documentation deliverables supporting the Owner's O&M program, including warehouse
barrier documentation and annual inspection inputs, are established in Volume 2, Part VII.
A.6.7 Waste Management, Staging, and Decontamination
Performance Outcome
1. Classify, segregate, package, store, and dispose of all PCB waste streams generated by the
Work in accordance with TSCA requirements and the Cleanup Plan.
2. Manage temporary waste storage areas in compliance with 40 CFR 761.65(c) standards.
3. Decontaminate staging areas and equipment to meet non-porous wipe criteria prior to
demobilization.
