Dear Contractor:
The Solano Transportation Authority (STA) invites your firm to submit a proposal to provide Enhanced On-
Demand WAV Service and Support.
To obtain a copy of the full Request for Proposals (RFP), please download the RFP as a PDF file from the

The RFP describes the project, presents the requirements of the Proposer, and outlines the criteria that will
be used to evaluate the Proposal.
Qualified providers are invited to submit one (1) hard copy, one (1) digital copy (flash drive) of your
Proposal, and one (1) sealed hard copy of your Cost Proposal to the STA office no later than 4:00 PM, on
Friday, July 10th, 2026. Please address your Proposal and Cost Proposal to:

Note that this deadline is firm, and late submittals will not be accepted. Proposals will be reviewed and, if
needed, the firms/teams whose qualifications most closely meet the STA’s needs will be invited to interview
on or about July 27th, 2026.
This Project has a participation goal for disadvantaged veteran business enterprise (DVBE) firms of three
percent (3%). DVBE participation is required. Contractors can utilize this link to search for certified

DISCLOSURE
The master copy of each response to this RFP shall be retained for official files and will
become a public record after the award of a contract unless the qualifications or specific
parts of the qualifications can be shown to be exempt by law (Government Code section 6250
et seq.). Each Responding Firm may clearly label part of a submittal as "CONFIDENTIAL" if
the Responding Firm agrees to indemnify and defend the STA for honoring such a
designation. The failure to so label any information that is released by the STA shall
constitute a complete waiver of all claims for damages caused by any release of the
information. If a public records request for labeled information is received by the STA, the
STA will notify the Responding Firm of the request and delay access to the material until
seven working days after notification to the Responding Firm. Within that time delay, it will
be the duty of the Responding Firm to act in protection of its labeled information. Failure to
so act shall constitute a complete waiver.
PROTEST AND APPEALS
Any actual or prospective bidder, offeror, or contractor who is aggrieved in connection with
the Solicitations or Notice of Intent to Award a contract may protest to the Executive
Director. The protest shall be submitted in writing to the Executive Director within seven
(7) working days after such aggrieved person or company knows or should have known of
the facts giving rise thereto. All letters of protest shall clearly identify the reasons for the
protest. The protest also must state the law, rule, regulation, or policy upon which the
protest is based. The Executive Director shall issue a written decision within ten (10)
working days after receipt of the protest. The decision shall; state the reason for the action
taken; and inform the protester that a request of further administrative appeal of an adverse
decision must be submitted in writing to the Clerk of the STA Board of Directors within seven
(7) working days after receipt of the decision by the Executive Director.

INTRODUCTION
The Solano Transportation Authority (STA) is a Joint Powers Authority comprised of
members including the cities of Benicia, Dixon, Fairfield, Rio Vista, Suisun City, Vacaville, and
Vallejo, and the County of Solano. The STA serves as the Bay Area County Transportation
Agency (BACTA) for Solano County and is responsible for coordinating countywide
transportation plans, programs, and projects under a Joint Powers Authority among the
Cities and County of Solano.
The STA manages transit services on behalf of the City of Suisun City and the City of Rio Vista.
The STA will provide management services on behalf of the City of Dixon for the fiscal year
of 2026-27.
The City of Rio Vista initiated public transit service in July 1980 under the Rio Vista Transit
banner by providing weekday demand-response service open to the general public. In
January 2006, Rio Vista Transit evolved into Rio Vista Delta Breeze, a deviated fixed-route
service. In an effort to address low ridership and high operating costs, in January 2007, the
City reduced the level of transit service to a modest “lifeline” operation while converting its
local deviated fixed-route service (Rio Vista/Isleton City Circulator) to a general public dial-
a-ride service. Since then, the City has continued to adjust services to ensure productive
routes are maintained and operating revenues and expenses are kept in balance. The service
currently uses both a telephone and a smartphone application on-demand system.
In 1990, Suisun City partnered with the City of Fairfield to provide local transit services
linking Fairfield and Suisun City. However, as of January 3, 2023, the City of Suisun City
partnered with the STA to provide transit management services. The service operates one
fixed route and provides dial-a-ride service within the city of Suisun City, with ten select
locations available outside of Suisun City. This service is known as Suisun Microtransit. The
service currently uses both a telephone and a smartphone application on-demand system.
The City of Dixon operates a public dial-a-ride transit system, which provides curb-to-curb
transit service within Dixon. With the elimination of school busing, the city introduced a
school subscription service, and students enter a lottery to register and ride each school year.
Service to neighboring Davis and Vacaville is exclusively available to ADA qualified riders.
The service has been operating since 1983 and is named Dixon Readi-Ride. The service
currently uses a telephone reservation system.
SERVICES TO BE PROVIDED – SCOPE OF WORK
STA, in partnership with the City of Rio Vista, the City of Suisun City, and the City of Dixon,
requests proposals from qualified vendors to provide solutions to enhance wheelchair
accessible vehicle (WAV) transportation services to operate on-demand (within 24-hours of
ride request). The service to be provided must enable existing WAV services to operate via a
technology application or similar dial-a-ride system. This service would be utilized by two
operators, Rio Vista Delta Breeze and Suisun City Microtransit, with the option to add a third
operator, Dixon Readi-Ride. These operators have already established trained drivers and
accessible vehicles. In Rio Vista, the service would be focused on supporting mobility in the
