    Professional Engineering Design Services – Public Works Salt Barn
    Project Location: 35010 Bainbridge Road, North Ridgeville, Ohio 44039
    Introduction and Purpose
    The City of North Ridgeville, Ohio (the "City") is soliciting proposals from qualified professional
    engineering firms to provide engineering design and coordination services for the replacement of an
    existing salt storage barn at the City’s Public Works facility located at 35010 Bainbridge Road, North
    Ridgeville, Ohio.
    The project is anticipated to include demolition of the existing salt barn, site preparation, and
    construction of a new salt storage facility. The selected engineering consultant will serve as the City’s
    design professional and technical coordinator throughout the design, bidding and construction process.
    The City may ultimately utilize a pre-fabricated salt barn system supplied by a specialty manufacturer.
    The engineering consultant shall remain independent of any specific manufacturer and shall prepare
    plans and specifications that are compatible with publicly bidding the project and coordinating with a
    selected supplier.
    Existing Conditions
    The project site is located at the City of North Ridgeville Public Works facility at 35010 Bainbridge Road.
    An existing salt storage barn is present on the site and is anticipated to be demolished as part of this
    project. The selected consultant shall evaluate existing site conditions, utilities, access, and operational
    needs of the Public Works Department in developing the project design.
    Scope of Services
    The selected engineering firm shall provide all professional services necessary to design a complete,
    biddable salt barn project. Services shall include, but are not limited to, the following tasks:
    A. Project Management and Coordination
    Attend a project kickoff meeting with City staff.
    Coordinate with the City’s Public Works staff throughout the project to confirm operational needs,
    site constraints, and design preferences.
    Coordinate with potential pre-fabricated salt barn suppliers as necessary to ensure compatibility
    between site design, foundations, and building systems, while maintaining a vendor-neutral design
    approach.
    Provide ongoing project management, scheduling, and progress reporting.

    B. Site Evaluation and Data Collection
    Review available record drawings, surveys, and utility information.
    Conduct a site survey of the project area, including topography, existing structures, site features,
    and utilities.
    Perform a site visit to verify conditions and supplement survey data as needed.
    Coordinate geotechnical services, including soil borings and recommendations for foundations,
    slabs, pavements, and other site improvements, as needed.
    C. Demolition Design and Coordination
    Evaluate the existing salt barn and associated improvements for demolition.
    Prepare demolition plans and specifications, including sequencing, protection of adjacent facilities,
    and handling of materials.
    Identify utility disconnections, relocations, or abandonments required prior to demolition.
    D. Site, Structural, and Building Systems Design
    Prepare a site plan for the new salt barn and associated improvements.
    Design site grading, drainage, and stormwater management improvements as required.
    Design access drives, paved areas, aprons, and heavy-duty pavement sections suitable for Public
    Works vehicles and equipment.
    Design erosion and sediment control measures.
    Identify and coordinate required site utilities, as needed.
    Design building foundations, including walls, footings, slabs, and related structural elements, based
    on geotechnical recommendations.
    Prepare foundation and structural designs based on generally accepted design criteria for pre-
    engineered salt barn systems, and coordinate with the manufacturer during construction as needed.
    Design exterior slabs, aprons, and bunker walls as required for salt storage operations.
    Identify electrical service requirements and coordinate with utility providers.
    Design site and building electrical systems as required (lighting, power, controls, grounding, etc.).
    Coordinate mechanical and ventilation needs, if applicable.
    E. Permitting
    Coordinate required internal City departmental reviews and any applicable state or local permits
    related to demolition and construction. Construction stormwater requirements shall be included if
    applicable. The consultant shall assist in preparing applications and supporting documentation as
    needed.
    F. Construction Documents
    Prepare construction drawings, technical specifications, and bid documents suitable for public
    competitive bidding.
    Include clear delineation between work provided by the general contractor and work provided by
    any specialty salt barn supplier.
    Provide an engineer’s opinion of probable construction cost.
    G. Bidding Phase Services
    Assist the City during the bidding phase, including responding to bidder questions, issuing addenda,
    and attending a pre-bid meeting if requested.
    Review bids and provide a recommendation for award.
    H. Construction Phase Services
    Attend a pre-construction meeting.
    Review and approve shop drawings and submittals.
    Respond to requests for information (RFIs).
    Perform periodic site visits to observe construction progress and conformance with the contract
    documents. Required inspections will be performed by city staff.
    Assist with preparation of punch lists.
    Requirements for Proposals
    Firms interested in being considered for selection should respond by submitting three (3) bound or
    stapled hard copies and one (1) PDF digital copy of the proposal to the following address by 4:00 PM on
    the response due date listed above.
    Proposals shall include the following information:
    Firm background and relevant experience with similar municipal or Public Works facility projects.
    Description of the proposed project team and key personnel.
    Proposed approach to completing the scope of services.
    Estimated project schedule.
    Fee proposal, including a breakdown of costs by phase or task and any anticipated reimbursable
    expenses.
    References for at least three similar projects.
    Selection Procedures, Criteria and Process
    The City will select a consultant based on proposals submitted. Proposals will be evaluated based on the
    following criteria:
    Experience and qualifications of the firm and project team
    Understanding of the project and proposed approach
    Ability to meet schedule and budget requirements
    Past performance on similar projects
    Fee proposal
    Consultants interested in performing this work should respond by submitting their proposal to the
    address below by 4:00 PM on February 23, 2026. Responses received after 4:00 PM on the due date will
    not be considered.
