Questions and Answers No. 2
ISSUED: February 7, 2024
RFP # 24-012-12
Ending the HIV Epidemic
(Ryan White)
TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential bidders. Our answers
are listed below in red:
1. Per page 5, of the RFP, item number 11 states, “Must attest to being Medicaid
certified, if providing services which are Medicaid eligible”.
As Shelby County is a new service area for AHF, the Agency is the process of
completing the required Medicaid certification. However, our Medicaid
certification may still be pending at the time the application is submitted. Is this
acceptable? This is acceptable.
2. Are costs associated with HIV testing (including partial salary of HIV tester)
allowable under Pillar two? Cost for testing is unallowable.
3. Is there a specific budget template that should be used or should applicants
create their own? Please see attached budget.
4. I am applying for Ending the HIV Epidemic grant and it states to have a
business license from Shelby County. When I opened my practice, I was told
that I didn't need one because I am a doctor's office and they are still stating
this. Can you please advise how I can proceed with the application if I am
not required to operate with a Business license from Shelby County.
Yes, you would be exempt (medical practice/office) from the Shelby County
business license minimum requirement. Please indicate that exemption on
the vendor scorecard as well as in the proposal.
Sincerely,
Signed Original on File
