RFP 2026-08 Employee Benefits (HUB International)

NOTICE OF REQUEST FOR PROPOSALS

The City of Tomball, Harris County, Texas is soliciting sealed proposals for a contract on Employee Benefits through its broker, HUB International. The City is not requesting the services of a consultant/agent/broker.

Sealed proposals must be received by 11:00 AM CST on June 11, 2026, at which time a public opening will take place. Late proposals will not be accepted. Sealed proposals shall include one (1) searchable electronic copy of the proposal on a USB, in PDF format shall be submitted in a SEALED envelope or container to Brooke Bare: HUB International Texas, 10000 North Central Expressway, Suite 1200, Dallas, Texas 75231. Bid envelopes must be clearly labeled – EMPLOYEE BENEFITS REQUEST FOR PROPOSAL 2026-08.

Upon consideration of the proposals submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous bid.

During the period between the Request for Proposal, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or bid to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires, briefings, interviews, and/or presentations requests.  Violation of this provision may result in the rejection of the respondent’s Proposal submittal.
