RFP-Electric Rate Study 2022

Healdsburg’s Electric Department (HED) has not performed a detailed cost of service study since 2016. To adequately identify, allocate, and recover costs, HED is requesting proposals for a detailed cost of service study. All responsive proposals shall include a complete cost of service study to support the adoption of revised electric rates. Proposers shall be prepared to work closely with HED staff to identity and validate four years of historical data, project ten years of future costs, and develop customer load profiles as needed to properly allocate costs across the various rate structures.
