RFP El Jebel Intersection - Consultant Access Permit Inspection Staff (CAPIS)

Engineering – Eagle County is soliciting proposals for consultants to perform Construction Engineering Services to serves as the Consultant Access Permit Inspection Staff (CAPIS) oversee the construction of the El Jebel intersection.  CAPIS Requirements are listed in Exhibit D.

Major Work items on the project to include but are not limited to:

• Excavation
• Grading
• Traffic Control
• Erosion Control
• Removal of existing pavement & curb & gutter
• Removal of existing storm sewer
• Roadway work including subgrade, HMA paving, and curb & gutter
• Sidewalk installation
• Lighting installation
• Construction surveying
• Storm Sewer installation
• Utility relocations
• Signage
• Pavement marking
• Landscaping
• Ancillary earthwork
• Clean-up and demobilization

A pre-bid conference will be held in person and virtually at 1:00 p.m. on November 25, 2025 in the Holy Cross Room of the Eagle County Building, 500 Broadway, Eagle, Colorado, 81631 . The pre-bid conference is optional for respondents to this RFP, however, respondents are encouraged to become familiar with the site and contact the County representative with any questions concerning the Project. Proposals must be received by U.S. mail to the Eagle County Engineering Department, P.O. Box 850, Eagle, CO 81631or by FedEx, UPS, DHL, or hand delivered to the Eagle County Engineering Department at 500 Broadway, Eagle, CO 81631on or before 4:00 p.m., MDT, WEDNESDAY, DECEMBER 17, 2025. Any proposal received after this time will not be considered and will be returned to the respondent unopened unless good cause is shown as determined by Eagle County in its sole discretion.
