Scope of Services
The Orlando Utilities Commission (OUC) is requesting proposals from qualified suppliers to provide post-hire occupational health assessments. The purpose of this solicitation is to select one (1) supplier to deliver either or both of the following services; however, OUC reserves the right to award to multiple suppliers if it is determined to be in its best interest.
1. Mobile Onsite Services. Fully equipped, supplier-operated medical units capable of delivering all required evaluations and testing at OUC worksites.
2. Brick-and-Mortar Facility. A licensed, freestanding medical facility located within the Orlando metropolitan area. This facility may serve only as a supplemental option to support mobile operations and improve accessibility. The following are OUC locations:
a. Reliable Plaza 100 West Anderson Street, Orlando, Florida 32801
b. Pershing 6003 Pershing Avenue, Orlando, Florida 32822
c. Stanton Energy Center 5100 South Alafaya Trail, Orlando, Florida 32831
d. Gardenia 3800 Gardenia Avenue, Orlando, Florida 32839
e. St. Cloud 1735 Tileston Road Street, St. Cloud, Florida 34771
f. Indian River Plant 7800 US 1, Titusville, Florida 32780
These two (2) services are intended to offer flexibility, accessibility, and operational efficiency in delivering occupational health assessments to OUC employees. The selected supplier may provide either one (1) or both services, depending on their qualifications and proposal.
The brick-and-mortar facility may be used to supplement mobile onsite services when necessary to support scheduling needs and ensure continuous service availability.
Proposers must specify which model(s) they are proposing and describe their ability to meet the full Detailed Scope of Work and Requirements listed in Attachment A.
NOTICE: HEALTH INSURANCE PORTABILITY AND ACCOUNTABILITY ACT OF 1996 (“HIPAA”) BUSINESS ASSOCIATE AGREEMENT. If selected as the Supplier(s) in the Contract and in accordance with the services being provided under the Contract, Supplier will have access to, create and/or receive certain Protected Health Information as defined by the HIPAA, thus necessitating a written agreement that meets the applicable requirements of the HIPAA regulations promulgated by the Federal Department of Health and Human Services (“HHS”).
