Description:

The City of Attleboro is seeking proposals from qualified organizations/individuals to provide the ARA with a strategy for updating the ATTLEBORO, MA 2007 DOWNTOWN URBAN RENEWAL AND REVITALIZATION PLAN (URP) to guide the growth and future efforts of this pivotal economic development entity. The project will begin upon issuance of a Notice to Proceed which is expected to be issued in June, 2026 and shall be completed in full, under existing contractual terms, no later than May 31, 2027.

The ARA reserves the right to award no contracts at all if it is deemed to be in the best interest of the ARA.

Special Requirements:

Submit one (1) original plus six (6) hard copies of the non-price/technical proposal plus an electronic version of the non-price proposal in PDF format on a USB drive. Each proposal must include a Non-Price/Technical proposal. This envelope shall be clearly labeled “Non-Price Proposal for ATTLEBORO, MA 2007 DOWNTOWN URBAN RENEWAL AND REVITALIZATION PLAN UPDATE”.

Miscellaneous:

While a price proposal is requested, the primary criteria for a contract award will be based on qualifications, i.e. review of the comparative evaluation criteria cited. The Consultant’s fee is not to exceed $100,000. The Attleboro Redevelopment Authority reserves the right to negotiate the Contract price with the proposer ranked as the most advantageous. The Price Proposal should describe cost by task, assigned project staff and hourly billing rates, which shall include all travel and expenses. The selected Consultant shall hold the hourly rate for the full term of the contract.
